Objectives

The primary objective of this tender is to provide health and safety spotters at Matla Power Station for a duration of five (5) years on an as-and-when-required basis. The service aims to ensure compliance with safety standards, prevent incidents, and promote a safe working environment through the deployment of trained safety personnel and provision of necessary safety equipment.

Scope

The scope includes:

• Provision of health and safety spotters as per the requirements outlined in the Scope of Work (SOW).
• Supply and management of personal protective equipment (PPE) such as overalls, helmets, safety boots, masks, gloves, jackets, harnesses, and traffic control gloves.
• Provision of ancillary services including medicals, security clearance, safety file preparation, transportation, and meetings related to SHEQ (Safety, Health, Environment, and Quality).
• Deployment of spotters across different shifts (day and night) over the five-year period, with specific quantities and hours as detailed in the estimates.
• Monitoring and ensuring compliance with Eskom’s safety standards and life-saving rules.

Technical Requirements

The technical requirements include:

• Deployment of qualified health and safety spotters in accordance with the detailed staffing schedule for each year.
• Adherence to Eskom’s safety standards, including compliance with the Life Saving-Rules and other relevant safety procedures.
• Provision of PPE as specified, including full overalls, hard hats, safety boots, dust masks, ear plugs, goggles, gloves, reflective jackets, safety harnesses, thermal jackets, traffic control gloves, and disposable overalls.
• Implementation of safety protocols such as working at heights, electrical safety (isolation, testing, earthing), and vehicle safety (seat belts, sober driving).
• Monitoring of compliance, reporting, and disciplinary actions for violations of safety rules.

Skills Requirements

The skills and qualifications required for the tender include:

• Qualified health and safety personnel with experience in high-risk environments, particularly within power station operations.
• Knowledge of Eskom’s safety standards, including the Life Saving-Rules, Plant Safety Regulations, and Electrical Safety Standards.
• Ability to conduct safety assessments, enforce safety protocols, and manage PPE effectively.
• Strong understanding of working at heights, electrical safety procedures, and vehicle safety protocols.
• Competence in monitoring compliance, conducting investigations, and managing disciplinary processes related to safety violations.
• Effective communication skills to ensure safety awareness and adherence among workers and contractors.
