Objectives

The primary objective of the tender is to procure integrated waste management services at King Phalo Airport for a period of five (5) years. The service aims to manage waste sustainably, reduce environmental impact, ensure compliance with relevant legislation, and improve environmental performance through waste reduction, recycling, and diversion from landfills.

Scope

The scope includes:

• Waste collection, classification, sorting, bailing, removal, and disposal at approved facilities.
• Management of various waste types including general, hazardous, recyclable, medical, infectious, and liquid waste.
• Operations across the entire airport site, including restricted and access-controlled areas.
• Implementation of waste diversion initiatives such as recycling, composting, and waste beneficiation.
• Provision of equipment, transportation, and disposal at permitted sites.
• Environmental management, compliance, and reporting.
• Development and implementation of environmental and health & safety plans.

Technical Requirements

The technical requirements encompass:

• Adherence to environmental, health & safety, and aviation legislation.
• Use of suitable, well-maintained equipment and vehicles compliant with legislation, including permits and permits renewal.
• Provision of PPE and medical certificates for personnel.
• Development of site-specific waste operational and maintenance plans.
• Implementation of spill response, emergency response, and waste operational plans.
• Compliance with permits, licenses, and reporting obligations, including waste manifests and disposal certificates.
• Use of an Environmental Management System aligned with ISO14001.
• Regular inspections, audits, and reporting on waste management activities.
• Monitoring and managing noise, dust, and pollution impacts.

Skills and Competency Requirements

The tender specifies that the contractor must demonstrate:

• Qualified and experienced personnel for waste management, environmental, health & safety, and operational roles.
• Competent supervisors and managers capable of overseeing daily operations and compliance.
• Personnel trained in occupational health & safety, emergency response, and environmental procedures.
• Ability to develop and implement safe work procedures, risk assessments, and mitigation measures.
• Knowledge of relevant legislation, permits, and environmental standards.
• Effective communication and reporting skills, including documentation of incidents, audits, and compliance reports.
• Capability to operate and maintain equipment according to manufacturer specifications and safety standards.
• Experience in managing waste diversion projects, recycling initiatives, and environmental management systems.
