Objectives

The primary objective of this tender is to appoint a service provider responsible for the operation, maintenance, and repair of the baggage handling system at King Shaka International Airport. The goal is to ensure the system operates reliably, efficiently, and safely over a period of 5 months, with a focus on minimizing downtime, ensuring compliance with safety and aviation legislation, and optimizing system performance.

Scope

The scope of work includes:

• Operation and maintenance of the baggage handling system, including conveyors, carousels, chutes, scanners, scales, and associated equipment.
• Preventive, corrective, and predictive maintenance activities based on OEM standards and OEM-approved schedules.
• Monitoring system performance, fault detection, and timely repairs to ensure system availability targets.
• Management of spare parts, tools, and consumables required for system upkeep.
• Staffing with qualified personnel including site managers, technicians, controllers, operators, and support staff.
• Adherence to safety, health, and environmental regulations, including emergency procedures and incident reporting.
• Coordination with OEM support and compliance with contractual and legislative requirements.

Technical Requirements

The technical requirements encompass:

• Maintenance of all system components such as conveyors, carousels, chutes, scanners, scales, and control systems.
• Implementation of OEM-recommended maintenance activities, including daily, weekly, monthly, quarterly, and annual checks.
• System performance benchmarks: minimum availability of 99.5%, MTTR of 0.517 hours, and MTBF of 48 hours.
• Response times for fault rectification: within 3-7 minutes depending on fault severity.
• Regular system inspections, calibration, and testing, including load testing and safety checks.
• Use of a Computerized Maintenance Management System (CMMS) for scheduling, tracking, and reporting maintenance activities.
• Compliance with environmental and safety standards, including spill management, PPE, and hazard controls.
• Provision of hotline support and OEM technical support as required.

Skills Requirements

The tender mandates the following skills and qualifications for personnel:

• Site Manager: Bachelor's degree in Electrical, Mechanical, Electronics, or Operations Management with a minimum of 6 years’ experience in conveyor and baggage handling system maintenance or operations.
• Millwrights: N5 qualification in Mechanical or Electrical Engineering plus trade certification; 4 years’ experience in airport baggage systems or similar conveyors.
• System Controllers: N3 or higher in Electrical/Mechanical/Electronics Engineering, with 1-2 years’ experience in maintenance or operation of baggage systems or PLC/SCADA controls.
• Operators: N3 or above in Electrical/Mechanical/Electronics Engineering, with experience in baggage handling or similar conveyor systems.
• Support Staff: Skilled technicians and assistants with relevant technical qualifications and experience in system maintenance, troubleshooting, and safety procedures.
• All personnel must undergo training on the system, safety, and emergency procedures, and hold valid certifications as per occupational health and safety regulations.

Additionally, personnel must be capable of working in a high-pressure environment, demonstrate good interpersonal and communication skills, and adhere to safety and environmental policies at all times.
