Objectives

The primary objective of this tender is to procure outcome-based security solutions for the North East Grid Substations, lines, and servitudes. The focus is on enhancing security outcomes through integrated technology, physical guarding, and measurable performance metrics. The solutions aim to protect critical infrastructure from threats such as theft, vandalism, sabotage, and land invasion, ensuring operational resilience and stakeholder confidence.

Scope

The scope encompasses the provision of comprehensive security services, including:

• Design and implementation of outcome-based security solutions at specified substations, power stations, and key infrastructure sites within the North East Grid.
• Integration of advanced security technology such as CCTV, access control, drone monitoring, and perimeter fencing.
• Provision of physical guarding, security escort, maintenance, and support services.
• Development of control room design/refurbishment plans.
• Monitoring and management of security performance over a 60-month contract period.

The sites include substations, power stations, and strategic facilities designated as National Key Points, with specific locations listed in the tender documentation.

Technical Requirements

The technical requirements include:

• Implementation of a turnkey security solution that incorporates advanced technology, physical security measures, and performance monitoring.
• Deployment of technology such as CCTV, access control, drone monitoring, perimeter fencing, and lighting, with a focus on cost-effective and scalable solutions.
• Design and refurbishment of control rooms to support security operations.
• Provision of hardware and software warranties covering a 60-month period, ensuring continuous operational functionality.
• Compliance with Eskom’s security standards and legislative obligations, including POPIA.
• Clear demonstration of methodology, innovation, scalability, and risk management strategies in the technical proposal.
