Objectives

The primary objective of this tender is to provide physical security, monitoring, armed response, and escort services on an "as and when required" basis within the North-West Operating Unit for a period of 18 months.

Scope

The scope encompasses the provision of:

• Physical guarding services
• Armed response services
• Escort services

These services are to be delivered in the North-West Operating Unit, ensuring safety, security, and compliance with Eskom’s SHE policies and legislative requirements.

Technical Requirements

The contractor must:

• Develop and implement an SHE Plan aligned with Eskom’s minimum SHE standards and legislative obligations.
• Conform to Eskom’s SHE specifications, including compliance with relevant legislation such as the Occupational Health and Safety Act, National Environmental Management Act, and Private Security Industry Regulation Act.
• Sign a Section 37(2) legal agreement with Eskom and all appointed contractors.
• Maintain a SHE file, including all relevant documentation, incident reports, and contractor records, which must be handed back upon contract completion.
• Ensure all personnel are trained, competent, and familiar with safety procedures, risk assessments, and emergency protocols.
• Conduct pre-task risk assessments, toolbox talks, and regular site inspections to ensure SHE compliance.
• Implement incident reporting, investigation, and corrective action processes aligned with Eskom’s procedures.
• Participate in health and safety meetings, audits, and statutory safety committees.
• Ensure PPE is provided, used correctly, and maintained according to standards.
• Maintain tools and equipment in safe condition, with records of inspections and calibrations.
• Implement a substance abuse program and enforce a zero-tolerance policy for alcohol and intoxicants on site.
• Provide welfare facilities such as sanitation, changing rooms, eating areas, and drinking water.
• Ensure all vehicles and equipment comply with safety standards and are properly maintained.
• Participate in emergency preparedness, drills, and incident management.
• Conduct regular SHE performance evaluations and internal audits, with corrective actions documented and reported.

Skills Requirements

The contractor’s personnel must possess:

• Relevant SHE qualifications and training, including induction, safety awareness, and specific operational training.
• Competence in risk assessment, incident investigation, and emergency response.
• Legislative knowledge pertaining to occupational health and safety, environmental management, and security regulations.
• Ability to develop and adhere to safe work procedures and method statements.
• Effective communication skills for safety meetings, toolbox talks, and reporting.
• Experience in managing security operations within a large industrial environment.
• Ability to monitor and evaluate SHE performance and implement continuous improvement measures.
