Objectives

The primary objective of this tender is to secure the provision of professional armed security and related services to protect municipal assets, personnel, and infrastructure across various municipal sites within the Greater WC024 area. The services aim to prevent unauthorized access, theft, vandalism, and ensure safety and security compliance at all designated sites.

Scope

The scope encompasses the deployment of PSIRA-registered armed security officers, patrols, response services, and related security infrastructure at multiple municipal sites until 30 June 2029. It includes:

• 24-hour armed security personnel deployment at specified sites.
• Patrols, incident response, and surveillance monitoring.
• Provision of security equipment, uniforms, and facilities.
• Management of security operations, reporting, and compliance with legislation.
• Ad-hoc security services as required by the municipality.

Technical Requirements

The technical specifications include:

• Deployment of Grade-C PSIRA-registered armed security officers with valid firearm competency certificates.
• Provision of suitable security infrastructure such as guard houses, patrol vehicles, communication systems, and monitoring equipment.
• Implementation of electronic patrol monitoring systems with GPS tracking.
• Regular patrols at 15-minute intervals, incident reporting, and immediate response to alarms.
• Compliance with all relevant South African laws, municipal by-laws, and security standards (e.g., SANS 1901:2012).
• Provision of uniforms, protective gear, firearms, and ammunition in accordance with PSIRA and Firearms Control Act requirements.
• Establishment of a 24-hour control room for communication and incident management.
• Maintenance of detailed occurrence books, incident reports, and patrol logs.
• Adherence to Occupational Health and Safety regulations, including reporting of incidents and injuries.

Skills Requirements

The tenderer must demonstrate:

• PSIRA registration and firearm competency certification for all security officers.
• Management experience in armed security operations, preferably within a municipal or government context.
• Ability to deploy and supervise trained security personnel, including site supervisors and a dedicated Area Operations Manager.
• Competence in operating electronic patrol systems, communication equipment, and security infrastructure.
• Knowledge of relevant legislation, security standards, and emergency response procedures.
• Capacity to develop and implement contingency and risk management plans.
• Experience in reporting, incident escalation, and compliance documentation.
