Overall Objectives

The primary aim of this tender is to appoint qualified consulting engineering service providers to undertake routine road maintenance, assessment, supervision, and management of specific national routes in the Western Cape and other regions. The projects focus on ensuring high standards of safety, quality, environmental compliance, and stakeholder engagement throughout the project lifecycle. Additionally, the initiatives seek to foster black economic empowerment, promote community involvement, and ensure adherence to legal and safety standards.

Scope of Work

The scope encompasses comprehensive road maintenance and related activities, including:

• Provision of routine maintenance, management, supervision, and assessment of specified sections of National Routes 1, 2, and 7, including detailed condition reports and safety inspections.
• Preparation of tender documentation, assessment reports, and supervision of construction or repair activities.
• Implementation of incident management, stakeholder and community liaison, targeted enterprise and labour database management, and social facilitation.
• Monitoring and reporting on safety, environmental, and operational standards, including structures, water crossings, and hazardous locations.
• Management of procurement, supervision of sub-service providers, and targeted enterprises.
• Development and enforcement of health and safety plans, risk assessments, hazard mitigation strategies, and compliance procedures.
• Project close-out activities such as final inspections, defect rectification, and documentation handover.

Technical Requirements

The technical specifications include:

• Conducting visual assessments, detailed condition surveys, and structural inspections of pavements, water crossings, and hazardous sites.
• Preparation of comprehensive road condition reports and tender documentation aligned with relevant standards and regulations.
• Implementation of safety and environmental management systems, including hazard identification, risk assessments, and incident management protocols.
• Regular safety inspections, hazard mitigation, and structural assessments, with use of the Employer’s Integrated Transport Information System (ITIS) for data management and reporting.
• Development of site-specific safety plans, emergency procedures, and compliance with occupational health and safety legislation, including fire precautions and hazardous substances management.
• Monitoring of plant, equipment, and structures to ensure operational safety and integrity.

Skills and Personnel Requirements

The tender emphasizes the need for highly qualified and experienced personnel, including:

• Professional engineers (Pr Eng, Pr Tech Eng) registered with SACPCMP or equivalent, with minimum experience thresholds (e.g., 10+ years for engineers).
• Qualified safety officers and specialists experienced in occupational health, safety management, risk assessments, and incident investigations.
• Specialists such as waterway inspectors, structural safety inspectors, and hazard assessment experts.
• Personnel skilled in community liaison, stakeholder engagement, and targeted enterprise development.
• Competent project managers and site supervisors with proven track records in road maintenance, safety, environmental compliance, and project delivery.
• All personnel must possess relevant qualifications, training certificates, and documented experience, with records maintained for audit and compliance purposes.
• Capability to develop and implement safety, environmental, and quality management systems in line with SANRAL standards and legal requirements.
• Proficiency in using SANRAL’s ITIS platform for data collection, incident reporting, and project monitoring.
