Objectives

The tender aims to secure a provider for the provision of scaffolding, alternative access, thermal insulation, and asbestos services at Koeberg Nuclear Power Station on an as-and-when-required basis. The overarching objectives include ensuring security of supply, high performance, mutual trust, compliance with safety and quality standards, and supporting Eskom’s operational and maintenance activities, including outages and capital projects.

Scope

The scope encompasses all activities related to:

• Provision, erection, dismantling, and management of scaffolding structures, including various types such as tower, mobile, putlog, and hangers.
• Assessment and replacement of thermal insulation and cladding on plant equipment, vessels, and piping, including handling of old lagging and ensuring environmental cleanliness.
• Provision of alternative access solutions, asbestos removal, thermal insulation, and associated support activities.
• Management of site facilities, housekeeping, security, and safety measures, including compliance with nuclear safety standards.
• Implementation of environmental management plans, safety protocols, and quality assurance measures.

The scope also includes supporting activities such as site establishment, material handling, security, medical and safety compliance, and reporting.

Technical Requirements

• Adherence to Eskom’s SHE policies, standards, and procedures, including the Occupational Health and Safety Act, environmental regulations, and nuclear safety standards.
• Provision of qualified and competent personnel, including scaffold inspectors, supervisors, asbestos handlers, laggers, and safety officers, with relevant certifications and experience.
• Implementation of a documented Safety, Health, Environment, and Quality (SHEQ) management system aligned with ISO 9001:2015 and Eskom’s specifications.
• Use of approved, certified, and traceable materials, including galvanised scaffolding, insulation, cladding, and asbestos handling in compliance with SABS standards and legal requirements.
• Provision of detailed work plans, risk assessments, method statements, and inspection/test plans prior to work commencement.
• Compliance with nuclear safety protocols, including radiation safety, controlled zone access, and emergency procedures.
• Environmental management including waste handling, spill prevention, and pollution control.
• Use of approved tools, equipment, and PPE, with regular inspections and calibration.
• Implementation of site security, access control, and personnel accountability measures.
• Reporting, auditing, and continuous improvement of SHE performance, including incident investigations and corrective actions.

Skills and Skills Requirements

The tender requires the following skills and qualifications:

• Qualified scaffold inspectors, supervisors, and workers with relevant certifications (e.g., SAQA, SETA accreditation).
• Skilled asbestos handlers and laggers with appropriate training and experience.
• Safety officers and SHE personnel with SHEQ management system knowledge and ISO 9001:2015 accreditation.
• Project management and planning skills, including the ability to develop detailed work plans, risk assessments, and method statements.
• Environmental management expertise, including waste handling, spill response, and environmental compliance.
• Qualified technical personnel for insulation, cladding, and structural assessments.
• Experience in working within nuclear safety and regulatory frameworks, including radiation safety and controlled zone procedures.
