Objectives

The tender aims to procure unskilled electrical and related labour services for Mossel Bay Municipality over a period of three years, from 1 July 2026 to 30 June 2029. The primary objective is to ensure the provision of skilled unskilled electrical and associated labour to support municipal projects and operations, ensuring safety, compliance, and efficiency in execution.

Scope

The scope encompasses the provision of unskilled electrical and related labour for various municipal activities, including:

• Trenching and laying of LV and MV cables, including road crossings and cutting of surfaces.
• Digging, backfilling, and tidying of pole and joint holes for power lines.
• Cleaning of substations and surrounding areas.
• Restoration of pavements and asphalt surfaces post-trenching.
• Bush clearing under overhead lines.
• Transport, supervision, and labour for various activities.
• Provision of tools, equipment, and materials as specified.

The scope also includes compliance with safety standards, risk assessments, and environmental considerations during execution.

Technical Requirements

The technical requirements include:

• Adherence to the specifications for trenching, backfilling, and reinstatement of roads and pavements, including asphalt and concrete surfaces.
• Provision of labour for excavation, trenching, and installation activities with specified depths and widths.
• Use of approved tools and equipment, including trenching machines, compactors, jackhammers, and safety gear.
• Implementation of safety measures as per the Service Provider Health & Safety Specification, including risk assessments, safety files, and incident management.
• Compliance with environmental and public safety standards, including traffic management and hazard signage.
• Provision of labour, transport, and materials for specific activities, with detailed pricing schedules.

Skills Requirements

The skills required for the tender include:

• Experience in unskilled electrical and related labour, with a minimum of 1-2 years for basic tasks, and over 3 years for more complex activities.
• Ability to operate and maintain tools and equipment such as trenchers, compactors, jackhammers, and safety gear.
• Knowledge of safety protocols, risk assessments, and compliance with occupational health and safety legislation.
• Capability to perform manual labour tasks including digging, backfilling, reinstatement, and site cleaning.
• Understanding of environmental safety, traffic management, and public safety procedures.
• Ability to provide qualified supervision and coordinate with municipal officials and safety personnel.
