Objectives

The primary objective of this tender is to procure services for vegetation management and bush clearing on an "as and when required" basis within the Mpumalanga Operating Unit over a period of five (5) years. The aim is to ensure effective maintenance of electrical networks up to 132 kV by engaging qualified contractors who meet specified technical and safety standards.

Scope

The scope encompasses the provision of vegetation management and bush clearing services across the Eskom Limlanga Cluster. It includes the deployment of personnel, vehicles, tools, and equipment to carry out vegetation clearance activities as per the contractual requirements. The services are to be delivered on an as-needed basis over five years, with evaluations conducted at various stages to ensure compliance and capability.

Technical Requirements

The technical requirements are structured into three evaluation stages:

1. Mandatory Requirements: Submission of essential documentation such as valid certificates, vehicle registration, tools & equipment register, and safety compliance evidence. Failure to submit mandatory documents results in disqualification.
2. Functional Requirements: Evaluation of the contractor’s experience, vehicle ownership, tools & equipment, and personnel qualifications. Specific criteria include:
• Company related experience in vegetation management and bush clearing
• Ownership of specified vehicles (e.g., SUVs, double cabs, single cabs)
• Availability of required tools and equipment listed in Annexure A
• Qualified personnel such as pest control officers, brush cutter operators, chainsaw operators, and tree identification specialists
3. Site Assessments: Verification of resources (vehicles, tools, equipment) at the contractor’s premises or designated site to confirm readiness and compliance.

Skills Requirements

The tender specifies the following skills and qualifications for personnel involved in the work:

• Valid Pest Control Officer (PCO) certification, not older than 3 months, with registration in vegetation and noxious weeds
• Certified brush cutter operators with valid certificates (not older than 3 months)
• Qualified chainsaw operators with accredited certificates (not older than 3 months)
• Tree identification specialists with valid certificates (not older than 3 months)
• Personnel must hold relevant authorizations issued by Eskom, such as MV (Medium Voltage) authorizations

Experience in vegetation management, herbicide application, and bush clearing projects is also required, supported by completion certificates indicating scope, client, and project details.
