Objectives

The primary objective of the tender is to provide a comprehensive Wage Bureau functionality for Eskom Group Capital Projects. This includes establishing an outsourced system that offers independent validation of contractor wage information, enhances financial governance, ensures statutory and contractual compliance, and delivers audit-ready data. The system aims to improve wage data accuracy, predictability, and integrity across multiple projects, supporting Eskom’s broader mandate for financial discipline, project predictability, and risk management.

Scope

The scope encompasses the provision of a fully outsourced Wage Bureau system, including:

• Validation of contractor wage data against biometric attendance, contractual rules, and statutory obligations.
• Integration of data from biometric systems, payroll submissions, statutory compliance documents, and project governance artefacts.
• Delivery of a centralised, scalable, and secure data warehouse aggregating validated data from multiple sources.
• Implementation of core capabilities: biometric attendance capture, payroll verification engine, and contractor engagement platform.
• Support for governance, forensic analysis, compliance reporting, and audit readiness.
• Provision of dashboards, exception reports, and analytics for oversight and decision-making.
• Ongoing system support, maintenance, and system upgrades as required.

Technical Requirements

The technical requirements include:

• Deployment of biometric time and attendance capture platforms with secure synchronization to central systems.
• Rule-based payroll verification and statutory compliance engine.
• Development and maintenance of an Eskom-owned contractor engagement and data submission platform.
• Integration with existing systems and data sources, ensuring data quality and format compatibility.
• Implementation of a central data warehouse aggregating validated data for reporting and analysis.
• Provision of dashboards, exception management tools, and audit reports.
• Adherence to Eskom’s intellectual property rights, including potential patent registration.
• Compliance with Eskom’s security, data protection (POPIA), and quality standards (ISO 9001:2008).
• Support for system lifecycle management, including change control, testing, and validation processes.

Skills Requirements

The tenderer must demonstrate the following skills and capabilities:

• Proven experience in deploying biometric attendance systems and payroll verification engines.
• Technical expertise in data integration, data warehousing, and analytics.
• Capability to develop and support contractor engagement platforms and reporting dashboards.
• Knowledge of South African labour laws, statutory obligations, and bargaining council requirements.
• Experience in system development lifecycle management, including SDLC adherence and quality assurance.
• Ability to provide system support, maintenance, and ongoing system enhancements.
• Strong project management and stakeholder engagement skills, including managing cross-functional teams.
• Expertise in data security, POPIA compliance, and intellectual property management.
• Capacity to deliver training, knowledge transfer, and support for system users.
