Overall Objectives

The primary aim of this tender is to secure construction services for the comprehensive upgrade of the N2 Section 18 route, spanning from Viedgesville (km 65.6) to Mthatha (km 85.0). The project seeks to enhance road infrastructure, safety, and traffic management, ensuring compliance with relevant standards and legislation. It emphasizes not only structural improvements such as bridges, culverts, drainage, and pavements but also incorporates community development, targeted training, stakeholder engagement, and environmental management to foster sustainable development and local enterprise participation.

Scope of Work

The scope covers a wide range of civil engineering and infrastructural activities, including:

• Construction and rehabilitation of roads, pavements, and ancillary roadworks
• Building bridges, culverts, pedestrian overpasses, retaining walls, and associated foundations
• Installation of drainage systems, including culverts, side drains, and subsoil drainage
• Provision of safety and traffic management features such as signage, guardrails, lighting, and road markings
• Relocation and protection of existing services (water, electrical, telecommunication)
• Construction of community access roads and ancillary structures
• Environmental management, safety measures, and traffic accommodation during construction
• Community development initiatives, targeted training, stakeholder liaison, and enterprise development programs
• Testing, commissioning, documentation, and project handover procedures

The scope also emphasizes geotechnical investigations, structural steelwork, precast elements, and compliance with safety, environmental, and legal standards as detailed in contract documents.

Technical Requirements

The technical specifications mandate adherence to established standards and best practices, including:

• Construction in accordance with SANRAL’s Standard Specifications, COLTO, FIDIC Conditions of Contract (1999) with amendments, and South African standards (SANS)
• Use of approved materials and methods for structures such as bridges, culverts, retaining walls, and drainage systems
• Implementation of geotechnical measures like mechanically stabilized earth walls, gabions, and soil reinforcement
• Construction of durable and structurally sound bridges, culverts, and drainage features with specified dimensions and joint sealing
• Installation of electrical infrastructure, street lighting, signage, and guardrails according to standards and IP ratings
• Environmental management practices including pollution control, habitat protection, and waste management
• Traffic management plans incorporating temporary deviations, signage, and safety protocols
• Quality assurance, testing, and certification aligned with SANS standards (e.g., SATS 1286:2011)
• Protection and relocation of existing services following specified procedures and standards
• Implementation of safety and occupational health protocols, including risk assessments and site safety management

Skills and Qualifications Requirements

The tenderer must demonstrate the following skills, qualifications, and experience:

• Proven experience in civil engineering, road construction, and infrastructure projects, with relevant project references within the last 15 years
• Active registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer (PrEng) or Professional Technologist (PrTechEng) for key personnel such as the Contract Director, Construction Manager, and Designated Environmental Officer
• Registration with SACPCMP as a Construction Manager and Construction Health and Safety Officer (CHSO)
• Competence in geotechnical investigations, structural steelwork, concrete works, and earthworks, supported by appropriate qualifications and experience
• Capacity to manage targeted enterprise development, community liaison, and environmental compliance programs effectively
• Demonstrated ability to mobilize resources, personnel, and equipment efficiently within project timelines
• Financial stability evidenced by tax compliance certificates, bank guarantees, and proof of capacity to undertake the project
• Knowledge of local content requirements, with supporting documentation and declarations
• Proficiency in project planning, scheduling, and monitoring using approved software tools
