Objectives

The primary objective of this tender is to establish a partnership with a qualified and experienced service provider to undertake the refurbishment and repairs of low voltage (below 1000V) motors at Kusile Power Station over a period of 3 years. The aim is to ensure all motors are maintained in a healthy operating condition, thereby improving plant availability and operational efficiency. Additionally, the contract seeks to promote transformation, skills development, local content, and compliance with Eskom’s environmental and safety standards.

Scope

The scope encompasses the overhaul, repair, testing, and maintenance of LV motors at Kusile Power Station. It includes:

• Assessment, disassembly, and inspection of motors
• Replacement of damaged components and assembly
• Testing and reporting on motor performance
• Painting, re-assembly, and delivery of motors
• Refurbishment of terminal boxes, bearings, fans, and other parts
• Vibration analysis, balancing, and rotor repairs
• Adherence to safety, health, and environmental regulations
• Provision of skilled personnel, tools, and equipment
• Management of breakdown repairs and emergency work
• Participation in continuous improvement and reporting processes

The scope also includes compliance with Eskom’s environmental policies, safety standards, and local content requirements throughout the contract duration.

Technical Requirements

The technical requirements specify that the contractor must:

• Provide qualified and experienced personnel with relevant certifications and fitness for duty
• Develop and implement a Quality Control Plan aligned with Eskom standards
• Ensure all repairs and refurbishments meet OEM specifications and safety standards
• Conduct thorough testing, including vibration analysis, insulation testing, and balancing
• Use approved, certified, and safe materials and spare parts
• Maintain detailed documentation of all work, test results, and reports
• Comply with Eskom’s environmental, health, and safety policies, including asbestos management and spill control
• Ensure timely delivery of repaired motors and adherence to project schedules
• Participate in safety meetings, toolbox talks, and incident investigations

Skills and Skills Development Requirements

The tender mandates that the contractor shall:

• Employ skilled and qualified staff with experience in LV motor overhaul and repair
• Ensure all personnel are trained in Eskom safety, health, and environmental procedures
• Maintain proof of qualifications, certifications, and fitness for duty for all staff
• Foster continuous skills development, including training of unemployed graduates and previously disadvantaged groups
• Implement a skills development plan aligned with Eskom’s B-BBEE and localisation policies
• Skilling one candidate for every R15 million spent, with a minimum bursary period of 24 months
• Ensure that all training initiatives target local communities and promote transformation objectives
• Maintain a training matrix, proof of training, and progress reports for monitoring

Overall, the contractor must demonstrate a commitment to skills transfer, local employment, and B-BBEE compliance as part of their contractual obligations.
