Objectives

The primary objectives of the tender are to replace 14 PLC links across 11 substations within the Northern Grid, ensuring improved reliability and environmental compliance. The project aims to address the aging PLC systems that have exceeded their lifespan, lack available spares, and are affected by harsh environmental conditions, thereby reducing electronic component failures and ensuring continuous grid operation.

Scope

The scope encompasses the complete refurbishment of PLC systems in the specified substations, including:

• Decommissioning and removal of old PLC cabinets and associated cables.
• Installation and commissioning of new PLC units, including associated equipment such as filters, cabinets, and wiring.
• Replacement of cables, glands, and terminations for both local and remote ends.
• Trenching, yard stone replacement, trench cover replacement, and site reinstatement.
• Environmental management and mitigation measures during construction.

The project covers civil works, electrical and mechanical installations, cable works, and environmental controls within the specified substations.

Technical Requirements

The technical scope includes:

• Replacement of existing PLC systems with modern, reliable units (e.g., NSD570 TPE, 50W PLCs).
• Installation of new equipment such as checkered plates, labels, and cable supports.
• Provision of cable management including gland supply, testing, and terminations for various cable types (coaxial, power, control).
• Implementation of trenching, yard stone, and trench cover works.
• Adherence to Eskom standards for electrical and protection equipment, including safety, quality, and environmental standards.
• Environmental mitigation measures to prevent pollution, manage waste, and protect heritage and fauna resources.

Skills Requirements

The tender requires personnel with the following skills and expertise:

• Electrical and civil construction skills, including cable installation, trenching, and civil works.
• Experience with PLC systems, protection schemes, and telecommunication equipment.
• Environmental management and compliance knowledge, including pollution control, waste management, and heritage resource protection.
• Health and safety compliance, including SHEQ requirements and emergency response planning.
• Project management skills to coordinate civil, electrical, and environmental activities effectively.
• Ability to develop and implement method statements, risk assessments, and environmental mitigation plans.
