Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive review of 32 NHFC Human Capital policies. The review aims to identify gaps, ensure compliance with legislation and best practices, and recommend updates aligned with NHFC’s strategic objectives.

Scope

The scope involves a three-phase process:

• Phase 1: Expert Policy Review (Week 1-3) – Review of individual policies, delivering a report with findings and recommendations.
• Phase 2: Stakeholder Engagement Workshop (Week 4) – Facilitate a workshop to gather stakeholder feedback and identify gaps, producing a workshop report.
• Phase 3: Consolidated Report (Week 5-6) – Integrate findings from previous phases into a comprehensive policy review report.

The policies to be reviewed include recruitment, induction, employment equity, training and development, reward and recognition, job evaluation, code of ethics, code of conduct, talent management, succession planning, career management, mentorship, travel, health and safety, harassment, employee wellness, employee assistance, work-life balance, bereavement, hybrid work, cell phone, labour relations, grievance, retrenchment, termination, intellectual property, gender-based violence, lifestyle audit, gender responsive planning, and remote work policies.

Technical Requirements

The service provider must:

• Identify gaps and ensure policies align with legislation and best practices.
• Deliver individual policy review reports with findings and recommendations.
• Facilitate a stakeholder engagement workshop at NHFC premises.
• Produce a consolidated policy review report integrating all findings.
• Conduct background checks on the bidding entity and key personnel.
• Ensure compliance with all relevant legislation, policies, and procurement regulations.
• Prepare and submit reports and documentation within specified timelines.

Skills Requirements

The bidder must demonstrate:

• Relevant experience in reviewing or developing human capital policies for public entities within the last 8 years, supported by reference letters.
• Expertise in HR policy development and review, with minimum 5 years’ experience and qualification at NQF level 8 in Human Resources Management.
• Legal expertise in labour law, with minimum 5 years’ experience and qualification at NQF level 8 (LLB or equivalent).
• Proven capability to facilitate stakeholder workshops and produce comprehensive reports.
• Ability to conduct due diligence and background checks on personnel and the bidding entity.
