Objectives

The primary objective of this tender is to lease suitable office space within Vredendal or its vicinity to serve as a Land Bank satellite office for a period of 3 years, with an option to renew for an additional 2 years. The aim is to establish a functional, accessible, and compliant office environment that supports the Bank’s operational needs and strategic goals in the Western Cape region.

Scope

The scope of the tender includes:

• Identification and leasing of office space within Vredendal CDB or within a 2 km radius from Vredendal CBD.
• The office space should be between 100m² and 150m², preferably commercial, modern, Grade B or A or better.
• Provision of facilities such as secured parking (4 lockable bays, 2 open bays), fitted kitchen and pause area, filing/strong room, accessible ablutions, and premises suitable for persons with disabilities.
• Office premises must be secure with access control and 24/7 security features.
• Availability of HVAC and mechanical systems, additional fiber or network infrastructure, and tenant installation allowances.
• The lease should be for 3 years with an option to renew for a further 2 years, with lease terms and costs to be clearly specified.
• Evaluation of proposals based on compliance with technical and spatial requirements, location, security, facilities, and cost.

The technical specifications for the office space include:

• Size: 100m² – 150m²
• Type: Commercial office space, modern, Grade B or A or better
• Location: Within Vredendal CDB or within 2 km radius from Vredendal CBD
• Accessibility: Easy to identify and access from main arterial roads
• Parking: 4 secured, lockable bays; 2 open/visitor bays
• Facilities: Fitted kitchen, pause area, filing/strong room, ablutions, and accessible entrances
• Security: Secured premises with access control and 24/7 security
• Mechanical: HVAC and all mechanical elements in place
• Connectivity: Additional fiber or network infrastructure available
• Occupancy: Proposed start date 01 August 2026, with occupation from 01 July 2026

Skills and Competency Requirements

Proposals must demonstrate:

• Ability to provide office space that meets the specified technical and spatial requirements
• Experience in leasing commercial office spaces within the specified region
• Capability to deliver facilities that are secure, accessible, and compliant with relevant standards
• Provision of detailed cost proposals, including rental rates, operating costs, taxes, and tenant installation allowances
• Compliance with legal, tax, and regulatory requirements, including tax clearance and BBBEE status
• Capacity to support infrastructure needs such as fiber connectivity and mechanical systems
• Ability to adhere to the lease timelines and renewal options specified in the tender
• Demonstrated understanding of the Bank’s objectives and commitment to socio-economic transformation policies
