Objectives

The primary objective of this tender is to appoint a service provider to lease office space for the Gqeberha Customer Service Centre of the Road Accident Fund (RAF) for a period of twelve (12) months. The selected provider will facilitate the provision of suitable office accommodation that meets the RAF’s operational, safety, security, and branding requirements.

Scope

The scope of the tender includes:

• Leasing a minimum of 158m² of office space located in the Gqeberha CBD and surrounding areas.
• Providing office space with necessary infrastructure, including air-conditioning, ventilation, electrical systems, security, ICT, and marketing/communications support.
• Offering at least eight (8) secure parking bays, with one on-site for persons with disabilities.
• Considering tenant installation (finishing interiors, fixtures, and fittings) in accordance with RAF standards and corporate identity.
• Ensuring building compliance with health, safety, security, and accessibility standards.
• Providing ongoing maintenance and servicing of building systems and services.

Technical Requirements

The technical requirements encompass:

• Office space of at least 158m² in a suitable location within the Gqeberha CBD or nearby, within walking distance (maximum 350m) of the main building or spillover areas.
• Building features including ramps, ablutions, lifts, and disability access at the landlord’s cost.
• Proper electrical infrastructure, including double-tier power skirtings, compliance with SANS 10400 standards, and electrical certificates of compliance.
• Security measures such as fencing, biometrics, burglar bars, and secure entry points.
• ICT infrastructure including cabling, server rooms with UPS supply, and adequate lighting and ventilation.
• Fire safety measures, including detection, prevention, and firefighting equipment.
• Provision for branding, reception areas, and marketing signage.
• Parking facilities with a minimum of 3–4 bays per 100m² of office space, compliant with municipal and SANS standards.

Skills Requirements

The skills and qualifications expected from the service provider include:

• Experience in leasing commercial office spaces, particularly within the public sector or similar environments.
• Knowledge of building compliance standards, health and safety regulations, and security protocols.
• Ability to coordinate tenant installations and ensure adherence to corporate branding and identity standards.
• Technical expertise in building systems maintenance, electrical and fire safety compliance, and ICT infrastructure setup.
• Strong project management skills to oversee the setup, ongoing maintenance, and compliance of the leased space.
• Capacity to provide ongoing support and respond to service requests within agreed timelines.
