Objectives

The primary objective of this tender is to appoint an experienced and suitable service provider to conduct a comprehensive Enterprise Licence Assessment (ELA) for the Road Accident Fund (RAF). The assessment aims to establish a verified, auditable, and risk-classified baseline of RAF’s current software license environment to improve compliance, governance, cost control, and future procurement optimization. The exercise will cover licensing for various software including SAP, Microsoft, Oracle, and cloud platforms, among others, valued at approximately R250 million.

Scope

The scope of work includes:

• Discovery and data collection of actual software usage from system management tools and SAM/ITAM platforms.
• Licence reconciliation and gap analysis to identify compliance status and risks.
• Reporting and providing actionable recommendations to enhance license management and compliance.
• Development of a benefits realization framework to measure potential and actual benefits.
• Deliverables such as detailed assessment reports, risk categorization, and compliance analysis.
• Exclusion of remediation, vendor negotiations, license renewals, or discounts from the scope.

Technical Requirements

The technical requirements include:

• Provision of professional indemnity insurance extending to cyber liability and privacy breaches.
• Data collection from system management and SAM/ITAM tools ensuring data is version-controlled, timestamped, and traceable.
• Conducting licence reconciliation and gap analysis with specific metrics such as compliance percentage, risk exposure, and audit readiness.
• Development of a structured methodology demonstrating a thorough understanding of project objectives and step-by-step approach.
• Provision of a client reference demonstrating experience with complex license environments.
• Team expertise, including a project manager with at least 5 years of relevant experience and professional certification, and senior consultants with a minimum of 5 years’ experience in enterprise license assessment.

Skills Requirements

The skills and experience required for the service provider include:

• Proven experience in enterprise software license assessment, management, and optimization projects, especially with complex environments like SAP, Oracle, Microsoft, and cloud platforms.
• Capability to collect and analyze software usage data from various management tools and SAM/ITAM platforms.
• Strong project management skills, with a project manager holding at least five (5) years of relevant experience and a project management certification.
• Senior consultants with a minimum of five (5) years’ experience in enterprise license assessment and related services.
• Ability to develop and implement a comprehensive methodology aligned with project objectives.
• Capability to produce detailed reports, risk assessments, and actionable recommendations.
• Experience in delivering similar assessments for large, complex organizations with extensive software portfolios.
