Objectives

The primary objective of this tender is to appoint a qualified service provider to measure and evaluate indoor air quality, water quality, and lux levels at specific blocks (A, F, and C) within the Road Accident Fund (RAF) premises. The assessment aims to ensure compliance with relevant health, safety, and environmental standards, and to support the RAF’s mandate of maintaining a safe and healthy environment for its staff and visitors.

Scope

The scope of work includes:

• Sampling and analysis of indoor air quality in accordance with applicable regulations and standards (e.g., OHS Act, ASHRAE standards).
• Sampling and analysis of water quality based on SANS 241-2011 and 2006 standards, including chemical and microbiological testing (e.g., E. coli, total coliforms, heavy metals).
• Recording and assessment of lux levels to verify compliance with occupational health and safety lighting requirements.

The evaluation will be conducted at the Head Office located at 420 Witch Hazel Road, Centurion, and includes comprehensive testing, recording, and reporting of findings.

Technical Requirements

The service provider must meet the following technical criteria:

• Possess a valid SANAS accreditation as an inspection body and be registered with the Department of Labour as an Approved Inspection Authority.
• Provide sampling and analysis services for indoor air quality, water quality, and lux levels as per specified standards and regulations:
• Indoor air quality: Compliance with Environmental Regulations for Workplaces, ASHRAE Standard 55-2004, and ANSI/ASHRAE Standard 62.1-2010.
• Water quality: Analysis according to SANS 241-2011 and 2006, including tests for microbiological and chemical parameters listed in the tender data.
• Lux levels: Measurement to ensure minimum average illuminance levels as per Occupational Health and Safety Act and related regulations.
• Implement robust security measures for handling, transportation, storage, and recording of sensitive data and documents, in compliance with the Protection of Personal Information Act (POPIA).
• Ensure cybersecurity protocols are in place, including firewalls, encryption, intrusion detection, and incident response procedures.
• Maintain physical security at the testing sites, including controlled access, surveillance, fire suppression systems, and secure storage facilities.
• Provide detailed reports and documentation of all sampling, analysis, and measurement activities, including records of access and handling of data.
