Objectives

The primary objective of this tender is for the Road Accident Fund (RAF) to appoint a suitable service provider capable of delivering virtual mental health sessions. The sessions aim to provide mental health support and education through qualified professionals, including psychiatrists, psychologists, and counselors, to assist individuals living with mental illness and promote mental well-being.

Scope

The scope of the tender encompasses the provision of online mental health sessions via Microsoft Teams, covering the following areas:

• Psychiatric consultations focusing on understanding mental illness, mental health trends in South Africa, and etiology of mental illness.
• Psychological or counseling sessions emphasizing support, dealing with self-pity, and living positively with mental illness, including personal journeys since diagnosis and life changes.

The service provider must ensure that all personnel involved are registered with the Health Professions Council of South Africa (HPCSA) and provide valid proof of registration. The sessions are scheduled to occur at specified times, and all services must be delivered remotely via MS Teams.

Technical Requirements

Mandatory Criteria

• Personnel must be registered with HPCSA, with proof of registration submitted at the RFQ closing date.
• Service providers must comply with RAF’s standard conditions of purchase and submit all required documentation, including registration proof and cost breakdowns.
• All responses must be emailed to [email protected] by the specified deadline.
• Pricing must be VAT inclusive and quoted in South African Rand (ZAR).
• Full cost breakdowns are required for each item, including any additional costs, with prices based on official company letterhead.

Evaluation Criteria

• Mandatory compliance with registration and qualification requirements.
• Evaluation based on an 80/20 preference point system, considering:
  • Price (maximum 80 points)
  • Specific Goals (maximum 20 points), including points for historically disadvantaged individuals, women, and persons with disabilities.

Additional Technical Specifications

• Sessions are scheduled as follows:
  • Registered Psychiatrist: 10:30-12:00, covering understanding mental illness, mental health trends, and etiology.
  • Registered Psychologist or Counsellor: 10:30-11:30, focusing on support and dealing with self-pity.
  • Persons living positively with mental illness: 11:00-12:00, sharing personal journeys and life changes.
• Personnel must be registered with HPCSA, with proof provided at submission.
• All services must be delivered remotely via MS Teams, with no physical site visits required.
• Suppliers must adhere to the prohibition of gifts and hospitality policies and report any requests for gifts or benefits.
