Objectives

The primary objective of this tender is to appoint a suitable service provider to flush plumbing lines at the Road Accident Fund (RAF) Head Office in Block F. The service aims to ensure the plumbing system is thoroughly cleaned, disinfected, and free of debris, sediment, and other deposits to maintain safe and operational water distribution networks.

Scope

The scope of work includes:

• Flushing all plumbing fixtures in bathrooms, urinals, basins, and kitchens within Block F.
• Flushing of toilets, urinals, wash hand basins, kitchen sinks, and water points.
• Flushing of hot and cold water distribution pipework, including all branch lines and terminal points connected to the plumbing network.
• Removal of loose sediment, dirt, pipe scale, lubricants, and debris from the interior of the pipework system.
• Restoration and stabilization of disinfectant residuals within the system.
• Ensuring the plumbing network is clean, safe, and suitable for operations.

The work also involves verifying system integrity post-flushing, proper sealing of worked points, and compliance with safety and documentation requirements.

Technical Requirements

Flushing Methods

• Use approved flushing and disinfection methods such as continuous feed, slug, or spray/swab methods.
• Disinfectant chemicals must not damage seals, gaskets, valves, or fixtures.
• Chemical SDS documentation must be current (within 5 years).

Pre-Flushing Activities

• Complete pressure testing and inspections.
• Secure pipe supports, brackets, and anchors.
• Isolate or protect sensitive equipment and fixtures.
• Ensure all drainage points are operational.
• Properly seal all worked points before flushing.

Safety Measures

• Install barriers, warning tape, signage, and ensure proper lighting.
• Use appropriate PPE and handle chemicals safely.
• Prevent accidental discharge or flooding.
• Comply with occupational health and safety regulations.

Post-Flushing

• Ensure no leaks are present after flushing.
• Document the process, including materials and tools used.

Skills Requirements

• Registered plumber with a valid Plumbing Certificate of Compliance (CoC), employed by the service provider.
• Experience in plumbing system flushing, disinfection, and safety procedures.
• Ability to handle chemicals safely and in accordance with SDS guidelines.
• Competence in pressure testing, system inspection, and sealing techniques.
• Knowledge of occupational health and safety standards applicable to plumbing activities.
