Objectives

The primary objective of this tender is to appoint a suitable service provider to deliver security guarding services for the Road Accident Fund (RAF) Menlyn Office. The engagement is scheduled for a period of six (6) months starting from July 2026, with the aim of ensuring the safety, security, and confidentiality of RAF’s premises, personnel, and sensitive information.

Scope

The scope encompasses the provision of comprehensive security guarding services at the RAF Menlyn Office, including:

• Physical security of the premises and assets
• Management of access control and surveillance systems
• Protection of confidential, private, personal, or sensitive information and documents
• Implementation of security measures in compliance with relevant legislation and policies
• Incident reporting and response
• Ensuring the safety of personnel and visitors

The service provider must also adhere to technical and organisational security measures, including physical security, secure transportation of documents, and cybersecurity protocols.

Technical Requirements

The technical requirements include:

• Implementation of policies to comply with the Protection of Personal Information Act, 4 of 2013
• Protocols for handling, transporting, and storing files securely in lockable containers and cabinets
• Accurate record-keeping of document storage, access, and retrieval activities
• Physical security measures such as secure perimeter, controlled access, surveillance cameras, and alarm systems
• Fire suppression systems and fire extinguishers (carbon dioxide)
• Secure storage facilities with restricted access
• Access monitoring and control procedures
• Digital security measures including firewalls, intrusion detection, and encryption
• Compliance with data protection laws and cybersecurity standards
• Vetting and screening of third-party service providers handling personal information
• Incident reporting and response protocols for data breaches

Skills Requirements

The service provider and its personnel must possess the following skills and competencies:

• Knowledge of security protocols and procedures
• Understanding of confidentiality and data protection legislation
• Ability to implement and monitor physical and digital security measures
• Competence in incident detection, reporting, and response
• Experience in managing access control and surveillance systems
