Objectives

The primary objective of this tender is for the Road Accident Fund (RAF) to appoint a suitable service provider capable of delivering emergency services during the Sports and Wellness Games scheduled for 31 July 2026.

Scope

The scope encompasses the provision of emergency services for the specified event, including the management, handling, and security of confidential, personal, and sensitive information related to the event. The service provider must ensure the security and confidentiality of all files, data, and documents associated with the event, both physically and digitally, in compliance with relevant legislation and regulations.

Technical Requirements

• Information Security: Implement policies and protocols to handle, transport, store, and retrieve files securely, including lockable containers, secure transportation, and access controls.
• Physical Security: Store physical documents in lockable cabinets, maintain secure premises with controlled access, surveillance, fire suppression systems, and alarms.
• Digital Security: Use technical security measures such as firewalls, intrusion detection systems, encryption, and secure protocols to protect digital documents.
• Compliance: Adhere to the Protection of Personal Information Act (POPIA) and other relevant data protection laws and regulations.
• Incident Management: Establish procedures for incident reporting, response, and mitigation of data breaches.
• Third-party Management: Vet and require third-party service providers to sign data protection agreements and adhere to security standards.

Skills and Requirements

• Experience in handling confidential and sensitive information securely.
• Knowledge of data protection legislation, including POPIA.
• Proficiency in implementing physical and digital security measures.
• Ability to establish and maintain secure transportation and storage protocols.
• Capability to monitor and control access to physical and digital records.
• Skills in incident detection, reporting, and response related to data security breaches.
• Experience working with third-party vendors and ensuring compliance with security standards.
• Demonstrated ability to maintain confidentiality and integrity of information throughout the contract duration.
