Objectives

The primary objective of this tender is for prospective bidders to submit proposals for the procurement of HPE Aruba Layer 3 Switches, including professional services for device configuration. The switches will be installed at SAMSA's premises located at 146 Lunnon Road, Cnr Lunnon Road and Jan Shoba Street, Hillcrest, Pretoria, to upgrade existing network infrastructure and enhance network security and management capabilities.

Scope

The scope of work includes:

• Provision of 33 HPE Aruba Layer 3 Switches (29 access switches across various regional offices and 4 core switches at the headquarters).
• Configuration of switches to align with SAMSA's security and network standards, including dynamic segmentation and role-based access control.
• Review and transfer of existing network configurations to new devices.
• Design and documentation of the network architecture, including diagrams for all offices.
• Health checks before and after configuration to ensure compatibility.
• Provision of detailed technical configuration and implementation documentation.
• Provision of comprehensive administration training and knowledge transfer to SAMSA staff.
• Supply of a 3-year maintenance and support warranty from the OEM.
• Post-installation support to ensure optimal operation across all offices, with payment contingent on successful project sign-off.

Technical Requirements

The technical scope mandates:

• Supply of specified Aruba Layer 3 switches with the required specifications as detailed in the device list.
• Switch configuration to enable network security via dynamic segmentation and role-based access.
• Up-to-date AOS firmware on all switches.
• Secure interconnection between switches, wireless access points, and user devices.
• Alignment of configuration and security standards across all devices.
• Provision of detailed network design diagrams and technical documentation.
• Health checks pre- and post-configuration to verify network integrity.
• Training and knowledge transfer for SAMSA staff.
• Provision of a 3-year OEM warranty for maintenance and support.

Skills Requirements

Proposals must demonstrate the technical expertise of the team, including:

• Experience in provisioning, configuring, and supporting HPE Aruba Layer 3 switches, with a minimum of five (5) years preferred.
• Provision of at least two CVs of qualified network engineers with relevant certifications such as Aruba Certified Switching Associate (ACSA), Aruba Certified Switch Professional (ACSP), Cisco Certified Network Associate (CCNA), or Cisco Certified Network Professional (CCNP).
• Experience in implementing dynamic segmentation, network security, and role-based access controls.
• Ability to provide detailed project implementation plans, including timelines and milestones.
• Capability to deliver comprehensive training and knowledge transfer to SAMSA staff.
• Demonstrated ability to provide ongoing support and maintenance for at least three years post-implementation.
