Objectives

The primary objective of this tender is to procure the supply and delivery of full/complete Self-Contained Breathing Apparatus (SCBA) sets and masks with demand valves and couplings to Bergrivier Municipality. The equipment must meet specified standards and be suitable for use in hazardous environments, ensuring safety and operational effectiveness for municipal personnel. The contract aims to ensure the municipality is equipped with compliant, reliable SCBA units from the date of appointment until 30 June 2026.

Scope

The scope includes:

• Provision of fully assembled and approved SCBA sets, including masks, demand valves, and couplings.
• Delivery of equipment within three weeks of order receipt.
• Participation in a compulsory briefing session scheduled for 14 October 2025.
• Adherence to technical specifications such as EN 137: 2006 Type 2 compliance, ease of maintenance, and compatibility with compressed air cylinders.
• Provision of related accessories such as pressure gauges, pressure reducers, safety valves, high-pressure hoses, and spare masks.
• Compliance with safety, quality, and performance standards specified in the tender documentation.

Technical Requirements

The technical specifications for the SCBA include:

• Approval to EN 137: 2006 Type 2 standards.
• Design optimized for confined space maneuvering and passage through small openings.
• Components easily removable for maintenance and service.
• Full-face masks with a minimum of 96% field of vision, fog-resistant lenses, and non-conductive composite lens frames.
• Face masks with high-quality silicone elastomer seals, multiple sealing edges, and speech diaphragms.
• Masks fitted with exhalation valves protected by covers, removable for cleaning.
• Pressure gauges with alarms, pressure reducers, safety valves, and medium-pressure hoses with specified burst pressure.
• Compliance with relevant SANS standards (e.g., SANS 50137, 50138, 50145, 50402, 51146, 53794).
• Equipment must be new, unused, and incorporate recent design improvements.
• Delivery within 3 weeks, with penalties for delays.

Skills and Skills Requirements

Proposed bidders must demonstrate:

• Experience in supplying and servicing self-contained breathing apparatus, with at least 3 years of relevant experience.
• Ability to provide technical support, maintenance, and training for the supplied equipment.
• Technical expertise in assembling, testing, and certifying SCBA units according to EN standards and SANS specifications.
• Qualified personnel capable of performing inspections, tests, and analyses as required.
• Knowledge of health and safety regulations, including Occupational Health and Safety Act (Act No. 85 of 1993).
• Capability to manage logistics, timely delivery, and compliance with quality standards.
