Objectives

The primary objectives of the tender are to:

• Supply and deliver Personal Protective Equipment (PPE) for the Gauteng Cluster over a period of 5 years on an as-and-when-required basis.
• Promote local content, industrialisation, and supplier development aligned with Eskom’s socio-economic goals.
• Encourage transformation by appointing small emerging black-owned businesses, creating jobs, and supporting black ownership and participation in the supply chain.

Scope

The scope includes the provision and delivery of PPE items such as footwear, clothing/textiles, surgical masks/respirators, goggles/eye protection, face shields, and gloves to Eskom’s Gauteng Cluster. The contract duration is five years, with deliveries on an as-and-when-required basis.

Additionally, the scope encompasses compliance with local content thresholds, subcontracting requirements, skills development, and supplier development initiatives as part of Eskom’s broader socio-economic and industrialisation strategies.

Technical Requirements

The technical requirements specify that PPE items must meet the following local content thresholds:

• Footwear / leather: 100%
• Clothing / textile: 100%
• Surgical masks / respirators: 100%
• Goggles / eye protection: 70%
• Face shields: 100%
• Gloves: 100%

Suppliers must declare local content, provide proof of compliance with SATS 1286 standards, and submit relevant documentation such as B-BBEE certificates and local content declarations. The delivery must adhere to quality standards, and suppliers are expected to participate in site visits, clarifications, and contractual obligations related to safety, health, environment, and quality (SHEQ).

Skills and Skills Development Requirements

The tender emphasizes supplier development and skills transfer through:

• Training one candidate for every R2 million of contract value, sourced from previously disadvantaged groups, including unemployed graduates, matriculants, and students from FET colleges and universities.
• Candidates should be trained in relevant disciplines such as pattern making, garment construction, construction, digital/software design, project management, etc.
• Development of skills and workplace experience to enhance employability within the industry.
• Obligation for suppliers to submit proposals for training and job creation/retention, with progress reports required quarterly.

Furthermore, subcontracting to designated groups (e.g., EME or QSE with 51% black ownership) is mandatory, especially for contracts above R30 million, with a minimum subcontracting target of 30%. Suppliers are encouraged to support holistic business incubation, mentorship, and community upliftment programs aligned with Eskom’s socio-economic objectives.
