Objectives

The primary objective of this tender is to procure the supply and delivery of renal dialysis requirements to all hospitals and institutions under the control of the Department of Health, Western Cape Government, for the period ending 30 September 2027.

Scope

The scope encompasses the provision of various renal dialysis products and consumables, including needles, dialysate filters, catheters, sterilized packs, disinfectants, and related accessories. The procurement covers a comprehensive range of items necessary for haemodialysis, peritoneal dialysis, and associated procedures across multiple healthcare facilities within the Western Cape Province. The contract duration is from the award date until 30 September 2027, with delivery locations specified across numerous hospitals and clinics as detailed in Annexure A1.

Technical Requirements

• All products must comply with relevant standards including ISO 13485, SAHPRA licensing, and sterilization standards (e.g., ISO 17665-1, ISO 11135, ISO 11137).
• Items must be sterile, latex-free where specified, and packaged appropriately for medical use.
• Products must be compatible with specified dialysis machines and equipment, with detailed specifications provided for each item.
• Samples of each product must be submitted upon request for clinical evaluation, with strict adherence to submission deadlines.
• Pricing must be inclusive of all costs, taxes, and delivery to designated delivery points.
• Prices may be firm or subject to rate of exchange (ROE) variations, with detailed provisions for price adjustments.
• All products must be registered on the Central Supplier Database (CSD) and hold valid SAHPRA licenses.
• Delivery must be within specified timeframes: within 21 days for initial orders and 48-72 hours for subsequent orders.
• All packaging must include expiry dates, contents, and appropriate labeling, with individual packaging for each item.

Skills and Skills Requirements

• Proven compliance with medical device quality standards (ISO 13485) and regulatory licensing (SAHPRA).
• Capability to supply sterile, latex-free, and correctly packaged medical consumables.
• Experience in supplying complex medical products, including catheters, dialysate filters, and associated accessories.
• Ability to provide technical documentation such as sterilization certificates, Material Safety Data Sheets (MSDS), and product validation reports.
• Demonstrated capacity for timely delivery and logistical management across multiple healthcare facilities.
• Provision of clinical samples for evaluation and adherence to strict submission deadlines.
• Knowledge of procurement procedures, including compliance with the Central Supplier Database registration and B-BBEE requirements.
• Ability to manage product traceability, labeling, and packaging standards as per tender specifications.
