Objectives

The primary objective of this tender is to secure the supply and delivery of Rip Rap material for the Kwaggaskloof Dam Rehabilitation Project in the Western Province, for a period of 6 months. The service aims to ensure the provision of uncontaminated, specified quality Rip Rap material that meets the project’s technical standards, supporting dam rehabilitation efforts.

Scope

The scope of work includes:

• Supply of approximately 8,000 tons of Rip Rap material.
• Delivery of Rip Rap to the Kwaggaskloof Dam Rehabilitation site, located at GPS coordinates (-33.7711° S, 19.4400° E).
• Testing and sampling of the Rip Rap material prior to delivery, including submission of 3 x 50kg bags for testing.
• Ensuring the material complies with specified grading, grading analysis, and physical properties such as specific gravity, hardness, durability, and grading.
• Providing samples with proper identification and documentation, including sample cards attached to each bag.
• Adhering to delivery constraints, including scheduled delivery hours (7:30 to 16:00, Monday to Friday) and handling procedures.
• Maintaining quality standards, including contamination-free material and compliance with sieve analysis grading.

Technical Requirements

The technical specifications for the Rip Rap material are as follows:

• Material must be free from contamination such as rubble, vegetation, steel, or spillage.
• Grading: D50 = 450 class with sieve analysis passing limits as specified (e.g., 100% passing 2000mm sieve, 85% passing 500mm sieve, etc.).
• Physical properties include:
• Specific gravity > 2.6
• Hardness resistant to damage (minimum 110kN)
• Soundness loss ≤ 8% after 5 cycles (magnesium sulphate test)
• Shape and grading conforming to the specified gradation and minimum particle dimensions.
• Samples of the material must be submitted and tested prior to delivery, with proper identification and documentation.
• Material must meet durability, cleanliness, and weathering resistance standards.

Skills and Competency Requirements

Eligible tenderers must demonstrate:

• Legal capacity to enter into a contract, with proof of registration and compliance with procurement legislation.
• Technical capability and experience in supplying similar construction materials, with evidence such as previous project references and qualifications.
• Financial stability, including proof of turnover and access to credit facilities, to support the procurement volume.
• Ability to produce and test samples in accordance with specified standards and to deliver samples within the required timeframe.
• Compliance with environmental and safety regulations, including possession of environmental management plans (EMPR) for quarry sites.
• Provision of valid tax compliance status, registration on the Central Supplier Database, and proof of good standing with relevant authorities.
• Proper documentation, including signed declarations, authority of signatory, and adherence to all tender submission requirements.

Summary

The successful tenderer will be responsible for providing uncontaminated, graded Rip Rap material that meets all technical specifications, with proper sampling, testing, and documentation. The contractor must demonstrate technical competence, legal compliance, and logistical capacity to deliver quality material within scheduled delivery times, supporting the Kwaggaskloof Dam Rehabilitation Project over a 6-month period.
