Objectives

The primary objective of this tender is the supply and delivery of Stock Control Management (SCM) operating supplies to the Department of Water and Sanitation, specifically for operations at Midmar Dam. The procurement aims to ensure the department has access to essential chemicals, detergents, plumbing accessories, electrical items, hardware, lubricants, and related supplies necessary for operational maintenance and sanitation activities.

Scope

The scope encompasses the procurement, supply, and delivery of a wide range of operating supplies including:

• Chemical detergents and agents (e.g., Jeyes fluid, herbicides, disinfectants)
• Cleaning and sanitation products (e.g., hand wash soap, insect killers, floor polish)
• Plumbing accessories (e.g., valves, geyser elements, compression rings)
• Electrical components (e.g., industrial plugs)
• Wire fencing and hardware (e.g., wire binding, diamond mesh, poles)
• General hardware (e.g., shuttering, containers, padlocks)
• Lubricants and oils (e.g., chain saw oil, 2-stroke oil)

The delivery is to be made to the Midmar Dam stores, with all specified quantities and technical standards adhered to.

Technical Requirements

The supplies must meet the following technical specifications:

• All chemical products (e.g., Jeyes fluid, herbicides, disinfectants) must be SABS certified and supplied with Safety Data Sheets.
• Detergents and cleaning agents must be formulated for specific uses such as hand-washing, surface cleaning, and disinfecting.
• Plumbing and electrical components must be SABS certified, including geyser thermostats, spirals, valves, and plugs.
• Wire and fencing materials must be galvanized, SABS certified, and verified for thickness and quality through supplied samples.
• Hardware items like shuttering, containers, padlocks, and accessories must be treated, certified, or supplied with samples for verification.
• All items must be delivered in sealed, properly labeled packages, and conform to the technical specifications outlined in the tender documentation.

Skills and Qualifications Requirements

Applicants must demonstrate the following skills and qualifications:

• Registration with the Central Supplier Database (CSD) and valid Tax Clearance Certificate.
• Active registration with the Companies and Intellectual Property Commission (CIPC) or equivalent.
• Valid B-BBEE Status Level Verification Certificate or sworn affidavit, with specific points allocated for B-BBEE contribution.
• Proof of authority to sign bids, such as a company resolution or appointment letter.
• Experience in supplying chemical, plumbing, electrical, hardware, and lubricants to government or similar entities.
• Ability to meet technical specifications and delivery timelines as specified in the tender.
• Capacity to provide samples for verification where required, and ensure all supplies meet SABS certification standards.
