Objectives

The primary objective of this tender is to supply and deliver virgin oil (uninhibited or inhibited) to NTCSA East Grid sites on an as-and-when-required basis over a period of three years. The tender aims to establish a reliable supply chain that meets specified quality, safety, environmental, and legislative standards, ensuring continuous operation and maintenance of the electrical infrastructure.

Scope

The scope encompasses the procurement, supply, and delivery of virgin oil to designated NTCSA East Grid sites. It includes ensuring compliance with all relevant safety, health, environmental, and quality standards, as well as adhering to Eskom’s policies and legislative requirements. The scope also involves the development and implementation of necessary safety, health, and environmental management plans, and compliance documentation, as well as meeting specific technical and contractual obligations related to the supply of oil for transformers and associated equipment.

Technical Requirements

• Quality Management: Suppliers must develop, implement, and maintain a Quality Management System (QMS) conforming to ISO 9001 standards. Evidence of a documented QMS, including manuals, policies, objectives, and procedures, must be provided.
• Certification: Suppliers categorized under certain quality categories must possess valid ISO 9001 certification from an accredited body.
• Documentation & Plans: Submission of Contract Quality Plans (CQP), Inspection and Test Plans (ITP), and Quality Control Plans (QCP) is mandatory prior to work commencement. These plans must address scope, technical specifications, inspection points, acceptance criteria, and verification procedures.
• Supplier & Sub-supplier Management: Suppliers must ensure their sub-suppliers also develop and implement compliant quality and safety plans, with appropriate assessments, audits, and surveillance activities conducted regularly.
• Environmental & Safety Compliance: All activities must adhere to Eskom’s environmental management plans, legislation, and safety standards, including hazard identification, risk assessments, incident reporting, and emergency procedures.
• Legislative & Regulatory Compliance: Suppliers must comply with relevant acts such as the Occupational Health and Safety Act, National Environmental Management Act, and other applicable regulations, including permits, licenses, and legal obligations related to hazardous substances, waste management, and occupational health.
• Health & Safety Plans: Development of comprehensive OHS plans, including risk assessments, method statements, toolbox talks, and incident investigation procedures, is required.
• Training & Competency: Personnel involved in supply and delivery must have appropriate training, certifications, and medical fitness certificates, especially for handling hazardous materials and operating equipment.
• Documentation & Records: Suppliers must maintain detailed records of quality, safety, environmental compliance, incident reports, audits, and assessments, and submit regular reports to Eskom.
• Environmental & Safety Management: Implementation of environmental management plans, waste management, spill prevention, and preservation procedures are required to minimize environmental impact.
• Monitoring & Surveillance: Regular audits, inspections, and surveillance activities must be conducted, with findings documented and corrective actions implemented promptly.
