Objectives

The primary objective of this tender is to establish a three-year panel of qualified contractors with CIDB grading 4-9 CE/GB to deliver construction services for infrastructure projects funded by uMlalazi Municipality. The aim is to facilitate efficient execution of projects such as road repairs, bridge construction, and community facility rehabilitation, ensuring compliance with municipal standards and promoting local economic development.

Scope

The scope encompasses:

• Construction and rehabilitation of roads (gravel and blacktop)
• Construction of bridges and causeways
• Construction and rehabilitation of community facilities, including sports facilities and halls
• All civil engineering and general building services related to the above categories within the municipal area (28 wards)

The contract duration is three (3) years, with projects located across the municipality's geographic area of 2,217 km².

Technical Requirements

The technical requirements include:

• Registration and good standing with CIDB (grading 4-9 CE/GB)
• Provision of proof of previous experience in relevant projects (roads, bridges, community facilities)
• Submission of construction method statements (max 6 pages) covering approach, activities, quality management, health and safety
• Provision of proof of plant and equipment (logbooks, lease agreements)
• Demonstration of key personnel qualifications and experience
• Compliance with quality control, safety standards, and project management protocols

Skills Requirements

The tenderer must possess:

• Qualified personnel including:
• Construction Managers with minimum NQF Level 4 and relevant experience
• Site Agents with relevant national diplomas and experience in civil construction
• Health and Safety Officers with appropriate qualifications
• Capability to provide construction plant such as graders, tipper trucks, water carts, excavators, and rollers with supporting documentation
• Experience in project planning, construction administration, and safety management
• Ability to transfer skills to municipal officials as part of capacity building
