Objectives

The primary objective of this tender is to appoint a qualified contractor to build and construct a two-room house for the Mzobo family in the Nogawu area, within the jurisdiction of Msinga Municipality (Ward 03 and Ward 05). The project aims to deliver a basic, habitable residential structure that meets municipal standards and provides adequate shelter for the beneficiary family. The tender is issued in accordance with the Municipal Supply Chain Management Policy and the Municipal Finance Management Act (MFMA), ensuring transparent and compliant procurement.

Scope

The scope of work covers the full construction of a two-room house, including all necessary labour, materials, equipment, and supervision. The contractor is expected to:

• Undertake site preparation and foundation works.
• Construct the structural shell (walls, roof, floor) for two rooms.
• Complete finishing works (plastering, painting, doors, windows, and basic electrical/plumbing installations as per specifications).
• Ensure compliance with all applicable building regulations and municipal by-laws.
• Deliver the project within the specified timeline and budget.

The tender includes a pricing schedule (Appendix B) and detailed project specifications (Appendix A). The contract type is a fixed-price construction contract, with payment in South African Rand (ZAR).

Technical Requirements

Bidders must meet the following technical and compliance criteria:

• Administrative Compliance: Fully completed and signed tender documents, including all required forms (MBd forms) and supporting documentation.
• Registration: Must be registered on the Central Supplier Database (CSD) and provide proof of registration (ID copy or CSD report).
• Tax Compliance: Valid VAT clearance PIN and municipal rates clearance (if applicable).
• Local Presence: A letter from the Ward Councillor confirming the bidder operates within the municipal area (if required).
• Deposit: A non-refundable deposit of R50.00 (cash) is required to obtain tender documents.
• Envelope Marking: Tenders must be submitted in a sealed envelope clearly marked with the project name, tender number (MS2026/2027/04995/1T), and closing date. Late tenders will not be considered.
• Validity Period: Tenders must remain valid for a specified period (as stated in the tender documents).
• Evaluation: Tenders will be evaluated based on administrative compliance, completeness of documentation, and financial proposal.

Skills Requirements

The successful bidder must demonstrate the following skills and capabilities:

• Proven experience in residential construction, specifically small-scale housing projects (two-room houses).
• Qualified and competent workforce, including site supervisors and skilled tradespeople (bricklayers, carpenters, electricians, plumbers).
• Ability to manage project timelines, budgets, and quality control.
• Knowledge of local building regulations and safety standards.
• Financial capacity to execute the project and manage cash flow.
• Compliance with employment equity and local labour requirements (as per municipal policies).

• Tender documents available from 26 August 2026 at the Municipal Offices.
• Closing date and time: 31 August 2026 at 12:00 PM.
• Tenders must be deposited in the Tender Box at the Municipal Manager’s office before the closing time.

Additional Notes

The municipality reserves the right to reject any tender or cancel the process. Bidders must adhere strictly to the submission instructions; failure to do so may result in disqualification. The project is part of a broader housing initiative by Msinga Municipality, and the successful contractor will be expected to work closely with municipal officials to ensure timely completion.
