Objectives

The primary objective of this tender is to invite qualified contractors to construct and complete two-room houses for designated families within the Mangaung Municipality area. The project aims to deliver fully completed, habitable residential units for families in various wards, ensuring compliance with municipal procurement and financial management regulations.

Scope of Works

The scope includes the full construction and completion of two-room houses for multiple families across different wards. Specific projects include:

• Construction of a two-room house for the Shisweni family at KwaNku/Area (Ward 05)
• Construction of a two-room house for the Shisweni family at KwaNdalu/Area (Ward 03)
• Construction of a two-room house for the Shisweni family at KwaNdlovu/Area (Ward 03)
• Construction of a two-room house for the Mzobo family (Ward 11)

Each project is tendered under a separate tender number, with closing dates between 21 and 31 August 2026. The works must be completed to a standard that meets municipal building and safety requirements.

Technical Requirements

Bidders must comply with the following technical and procedural requirements:

• All construction must be carried out in accordance with the Municipal Supply Chain Management Policy (Section 18(4)) and the Municipal Finance Management Act No. 56 of 2003.
• Tenders must be submitted in a sealed envelope addressed to the Municipal Manager, with the outer envelope clearly indicating the tender number, project description, and closing date.
• Bidders must provide company details and mark the tender clearly on the outside of the envelope.
• All required documentation must be fully completed, signed, and dated. This includes the bid document, tender document, and all initialed pages.
• Valid tax clearance certificates and VAT clearance PINs must be submitted.
• Evidence of ownership status must be provided, including proof of identity or Central Supplier Database (CSD) registration for Black-owned, women-owned, or disabled-owned enterprises.

Skills and Compliance Requirements

Bidders must demonstrate the following:

• Administrative compliance with all tender instructions and submission deadlines.
• Compliance with the PPPFA 2022 (80/20) ownership regulations, which require that at least 80% of the tenderer’s ownership be held by eligible groups (Black, women, or disabled persons) to qualify for preferential procurement.
• Valid tax and VAT clearance documentation, as non-submission will lead to immediate disqualification.
• Proof of identity or CSD registration for ownership verification, and a doctor’s note for disability status where applicable.
• Construction expertise and capacity to deliver the two-room house projects within the specified timeframe and municipal standards.

Evaluation Criteria

Tenders will be evaluated based on:

• Administrative compliance with all submission requirements.
• Ownership and preferential procurement status under the PPPFA 2022 (80/20) regulations.
• Completeness of all required documentation, including tax clearance and signed forms.

Important Notes

The tender documents and related information are obtainable from the Municipal Offices. The tender box is located at the office of the Municipal Manager. All tenders must be submitted by the specified closing time (12:00 PM) on the respective closing dates. Failure to submit the required documentation will result in immediate disqualification.
