Objectives

The primary objective is to establish sustainable groundwater supply infrastructure for communities in Wards 01 and 02 by drilling new boreholes and installing complete, operational pumping and distribution systems.

Scope

The contract covers the end-to-end drilling and equipping of boreholes at five designated sites:

• Mahabathini Community Garden (Ward 02)
• Dubbo (Ward 02)
• Dube (Ward 01)
• Nkandla (Ward 02)
• Ubuhle (Ward 02)

Each site operates under a specific tender reference number. The scope includes site clearance, geological surveying, drilling to required depths, casing installation, well development, pump and motor installation, electrical wiring, control panel setup, piping, and final commissioning. Detailed specifications are governed by the official Terms of Reference (TOR).

Technical Requirements

Bidders must comply with all technical parameters outlined in the TOR, which typically include:

• Drilling methodology suitable for local geological formations
• Specification of PVC or steel casings, screens, and gravel packs
• Submersible pump sizing matched to expected yield and lift height
• Electrical infrastructure meeting municipal grid or generator standards
• Water quality testing against national drinking water standards
• System pressure testing, flow rate validation, and handover documentation

All installations must adhere to relevant South African National Standards (SANS) and municipal engineering guidelines. Non-compliant or incomplete technical submissions will result in disqualification.

Skills Requirements

Contractors must demonstrate proven competency in municipal water infrastructure delivery. Essential capabilities include:

• Licensed rotary or cable-tool drilling operations with certified personnel
• Hydrogeological assessment and aquifer yield estimation
• Mechanical and electrical installation of borehole pumping systems
• Water sampling, laboratory coordination, and treatment integration
• Health, safety, and environmental management aligned with construction regulations
• Project scheduling, resource allocation, and defect liability period management

Applicants must provide verifiable proof of prior experience executing similar borehole drilling and equipping projects for public sector clients.

PPPFA 2022 (80/20 Points System): Refers to the Preferential Procurement Policy Framework Act, which evaluates bids using an 80-point price criterion and a 20-point preferential procurement criterion. The 20 points are allocated toward historical redress goals, including black ownership, women-owned enterprises, youth-owned businesses, and enterprises owned by persons with disabilities.

Municipal Finance Management Act (MFMA): Legislation governing public entity procurement, mandating transparent, fair, competitive, and cost-effective supply chain processes.

Evaluation prioritizes administrative compliance, PPPFA preference points, technical feasibility, and strict adherence to submission protocols. Tenders must be physically delivered in sealed envelopes clearly labeled with the project name, tender number, and closing date. Electronic, faxed, or late submissions will be rejected.
