Objectives

The primary objective of this tender is to appoint service provider(s) to deliver guarding services across Gauteng, Free State, and North West Provinces of South Africa. The services aim to safeguard SAPO assets, employees, and customers by providing continuous security coverage, including armed and unarmed guarding, patrols, and related security measures, for a period not exceeding 12 months.

Scope

The scope encompasses:

• Provision of guarding services at various SAPO sites within the specified provinces.
• Coverage includes day shifts, night shifts, weekends, and public holidays as per site requirements.
• Deployment of armed and unarmed guards, with specific requirements for each site based on risk assessments.
• Implementation of electronic patrol systems, communication systems, and other security equipment.
• Provision of guards with appropriate uniforms, equipment, firearms (where applicable), and adherence to PSIRA registration and firearm competency standards.
• Compliance with all legal, safety, and security regulations, including reporting and incident management.

Technical Requirements

The technical specifications include:

• Registration with the Private Security Industry Regulatory Authority (PSIRA) for at least one year prior to bid closing.
• Submission of valid PSIRA membership and Good Standing certificates.
• Provision of firearm competency certificates and detailed firearm handling procedures.
• Demonstration of electronic patrol systems capable of triggering missed patrol alarms and control room alerts.
• Provision of communication systems (radio/cell platforms) with proof of operational capability.
• Deployment of guards with specified uniforms and equipment, including handcuffs, batons, torches, radios, and occurrence books.
• Establishment of dedicated control rooms within each province, operational 24/7, with secure communication and monitoring facilities.
• Experience in guarding services for at least one year within the past two years, supported by client references.
• Implementation of electronic monitoring and patrol systems, with evidence of capability to monitor and report patrols.
• Adherence to specified service levels, reporting, and incident management protocols.

Skills Requirements

The skills and qualifications required from bidders include:

• Registered and compliant security personnel with valid PSIRA registration.
• Qualified armed guards with firearm competency certificates and proper firearm handling procedures.
• Experienced security managers with a minimum of one year in guarding services over the past two years.
• Ability to operate electronic patrol systems and communication platforms effectively.
• Provision of detailed organizational structures (organograms) indicating reporting lines.
• Capability to maintain electronic patrol and alarm systems, with proof of such systems in place.
• Provision of comprehensive uniforms and security equipment as specified.
• Demonstrated experience in security service delivery, supported by client references and reports.
• Compliance with all legal and regulatory requirements, including occupational health and safety, and confidentiality obligations.
