Objectives

The primary objective of this tender is to appoint a professional service provider to develop the Wastewater Risk Abatement Plan (W2RAP) for Randfontein, Hannes Van Niekerk, and Badirile Wastewater Treatment Works within Rand West City Local Municipality. The W2RAP aims to guide risk management implementation in wastewater systems and form the basis for risk-based regulation by the Department of Water and Sanitation, contributing to 30% of the Green Drop Score.

Scope

The scope involves developing comprehensive W2RAP documents covering:

• Description of the supply system (catchment, collection, treatment, disposal)
• Compliance monitoring and effluent quality assessments
• Wastewater quality risk assessment, hazard identification, and control measures
• Recommendations for improvements and future mitigation measures for medium and high risks

The project duration is six months, including activities such as project initiation, team assembly, system description, site visits, effluent assessment, risk assessment, implementation planning, and final reporting. The deliverables include detailed reports, risk assessments, operational and management procedures, and a closeout report.

Technical Requirements

The technical requirements specify that the service provider must:

• Assemble a team comprising stakeholders from municipal wastewater systems
• Describe wastewater systems including catchments, network, pump stations, treatment processes, and disposal methods
• Conduct site visits for risk identification
• Perform effluent quality assessments and develop risk-based operational and compliance monitoring programs
• Carry out detailed risk assessments, identifying hazards, risks, and control measures
• Develop an implementation plan, supporting programs, incident management protocols, and documentation procedures
• Engage with stakeholders and present draft and final reports for review and approval

Key technical expertise required includes:

• Experience in wastewater systems and treatment works (minimum 5 years)
• Registered professionals such as a Scientist with SACNASP and Electrical Engineer with ECSA
• Qualifications in Natural/ Earth Science, Electrical Engineering, Civil/Water Engineering, or relevant fields
