The primary objective is to procure specialized training services for a single Department of Science, Technology and Innovation (DSTI) delegate. The initiative aims to strengthen institutional capacity by delivering structured, competency-based instruction in remote sensing physical principles, digital image processing, and geo-informatics.
The service provider will deliver two integrated training modules: “Introductory Remote Sensing: Physical Principles and Digital Image Processing” and “Geo-Informatics 2: Remote Sensing and Image Processing.” The curriculum encompasses electromagnetic radiation theory, terrain and atmospheric interactions, multispectral/hyperspectral/LiDAR systems, image preprocessing, enhancement, classification, accuracy assessment, spectral indices, and practical environmental applications. Training must be conducted during standard working hours for one participant. All quoted prices must include Value Added Tax (VAT) and be explicitly itemized against specific training tasks.
The tender operates under South Africa’s public procurement framework using an 80/20 scoring model: 80 points are allocated to price competitiveness, and 20 points to B-BBEE specific goals. B-BBEE is a national policy designed to promote economic transformation and inclusion; points are awarded based on enterprise size (EME or QSE) and demographic ownership (black, women, youth, persons with disabilities, rural, or township-based). The Central Supplier Database (CSD) is the official national registry for verifying supplier legitimacy and tax compliance. SBD forms are standardized procurement questionnaires used to assess bidder eligibility and empowerment status. Proposals failing to meet pre-qualifying criteria or specification requirements will be disqualified. In the event of tied total scores, priority is given to higher B-BBEE points, followed by random selection if scores remain equal.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
