Objectives

The tender aims to solicit proposals for the repair and overhauling of transformers, ensuring compliance with Eskom's quality, technical, and contractual standards. It emphasizes the development of a robust quality management system, adherence to ISO 9001 standards, and alignment with Eskom's safety, environmental, and procurement policies. Additionally, it promotes supplier development, localisation, industrialisation, and socio-economic transformation through specific goals such as B-BBEE compliance, local content, and enterprise development.

Scope

The scope encompasses:

• Refurbishment, repair, and overhaul of transformers rated from 2.5 MVA to 80 MVA, including dismantling, inspection, testing, winding manufacture, reassembly, and final testing.
• Supply of materials such as copper conductors, insulation, and ancillary parts.
• Execution of activities like tank cleaning, painting, oil filling, drying, and testing (ratio, impedance, megger, HV tests).
• Provision of auxiliary services including transportation, handling, storage, preservation, and documentation.
• Development and implementation of quality, inspection, and test plans, including factory acceptance tests and site commissioning.
• Compliance with Eskom's contractual, safety, environmental, and quality standards, including supplier assessments and audits.

Technical Requirements

The technical criteria include:

• Adherence to Eskom's specifications for transformer refurbishment, including inspection, testing, and repair procedures.
• Implementation of a comprehensive Quality Management System aligned with ISO 9001:2015.
• Development of Contract Quality Plans (CQP) and Inspection & Test Plans (ITP) addressing scope, criticality, and quality verification activities.
• Provision of detailed documentation such as drawings, procedures, work instructions, and records for all activities.
• Qualification and competence of personnel involved in inspection, testing, and repair activities.
• Implementation of preservation, transportation, and storage procedures to maintain quality during all project phases.
• Compliance with safety, health, environment, and legal requirements, including certifications and audit reports.
• Participation in Eskom's audit, surveillance, and assessment processes, including witness and hold points.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in transformer repair, overhaul, and manufacturing, particularly for units between 2.5 MVA and 80 MVA.
• Capability to develop, implement, and maintain ISO 9001 compliant quality management systems.
• Competence of technical personnel, including qualified engineers, inspectors, and specialists in winding manufacture, electrical testing, and mechanical repairs.
• Ability to prepare detailed CQPs and ITPs aligned with Eskom standards and scope of work.
• Experience in managing preservation, transportation, and storage of large electrical equipment.
• Capacity to conduct internal and external audits, assessments, and surveillance activities.
• Knowledge of safety, environmental, and legal compliance, including relevant certifications and documentation.
• Skills in project management, documentation control, and reporting, including progress and quality performance reports.
