Objectives

The primary objective of this tender is to procure transportation and cargo handling services for manganese ore, specifically focusing on train off-loading at the Multi-purpose Terminal, Port of Saldanha. The services aim to facilitate efficient offloading from rail wagons, transportation within the terminal, and stockpiling, ensuring safety, quality, and operational continuity over a two-week period on an "as and when" required basis.

Scope

The scope encompasses:

• Offloading of manganese ore from rail CR wagons: Using a minimum of 4 straddle excavators with portal frames, responsible for unloading manganese ore from wagons.
• Cargo transportation: Moving manganese ore via articulated dumper trucks (minimum of 8 trucks) to an undercover storage area within the terminal.
• Manual reclamation: Removing residual ore not offloaded by excavators, supported by a minimum of 24 cleaners per shift.
• Operational support: Providing necessary equipment, qualified operators, drivers, and cleaners to support 24-hour operations.
• Compliance and safety: Ensuring all equipment and personnel meet regulatory standards, safety protocols, and certification requirements.
• Emergency response: Ability to respond within two hours in case of emergencies.
• Volume estimates: Handling approximately 78,750 tons over the two-week period, with no guaranteed minimum volumes.

Technical Requirements

Equipment

• Straddle Excavators: Minimum of 4 units, each with:
  • Safe working load of 60 tons
  • Grab reach of 8.1 meters
  • Bucket capacity of at least 1.02 m³
  • Continuous track type tracked wheels for movement over rail wagons
  • Certificates of registration and safety workload certificates
  • Engineering drawings supported by registered professional engineers (ECSA)
  • Letter of exemption from roadworthiness if no license is available
• Articulated Dumper Trucks: Minimum of 8 units, each with:
  • Capacity of at least 25 tons
  • Relevant roadworthy and license certificates
  • Letter of exemption from roadworthiness if no license is available

Personnel

• Operators for excavators (minimum 12)
• Drivers for articulated dumper trucks (minimum 24)
• Cleaners for manual residue removal (minimum 32)
• Qualified personnel registered under the National Qualification Framework Act

Operational and Safety Standards

• All equipment must be operational, certified, and maintained according to OEM standards and legal requirements.
• Personnel must possess appropriate qualifications and PPE.
• Adherence to safety, environmental, and health regulations, including submission of SHE files and permits prior to operations.
• Implementation of a business continuity plan with risk mitigation, emergency response, and testing procedures.

Insurance and Certification

• Broad liability insurance cover of at least R90 million per incident.
• Assets insurance for equipment used in service delivery.
• Valid certificates of roadworthiness, registration, and compliance for all equipment.
• Proof of good standing and compliance with relevant legislation (e.g., COID Act).

Performance and Penalties

• Services must be delivered within specified lead times, including the ability to offload a train of 125 wagons within 8 hours.
• Response to emergencies within 2 hours.
• Penalties of 5% of invoice value for non-performance, late arrivals, equipment breakdowns, or safety non-compliance.
• Replacement of defective equipment within 60 minutes upon notification.
• Contract termination possible for repeated non-conformance or serious breaches.

• Participation in regular meetings and operational planning.
• Adherence to stacking, handling, and environmental procedures.
• Submission of detailed operational organograms and safety documentation.
• Compliance with all applicable safety laws, standards, and TPT policies.
