Objectives

The primary objective of this tender is to provide comprehensive trauma counselling and psychological support services for aviation accident investigators and management exposed to fatal or serious aviation incidents. The services aim to promote mental well-being, resilience, and adherence to PSP principles through a structured support program.

Scope

The scope includes the delivery of an integrated trauma counselling program comprising:

• Crisis Intervention: Immediate support within 0–72 hours in collaboration with SACAA Head Office.
• Ongoing Clinical Care: Post-acute support from 2 weeks up to 12 months, including substance use screening, return-to-work assessments, and fitness-for-duty liaison.
• Resilience & Prevention: Pre-incident preparedness activities such as quarterly resilience workshops, leadership training, and peer support pathway design.
• Group Services & Community Care: Conducting 12 group sessions annually on topics like trauma, resilience, burnout, and case reflections.
• Monitoring, Evaluation & Reporting: Implementing MER frameworks, dashboards, reports, and maintaining clinical governance and facilitator certification records.

Technical Requirements

The provider must meet the following technical specifications:

• Deliver integrated trauma support components as specified, including crisis intervention, clinical care, resilience training, peer support, and group services.
• Ensure confidentiality and data protection in accordance with HPCSA guidelines, including notification procedures and statutory exceptions.
• Develop and maintain a MER framework with anonymised data, trend analysis, and regular reporting (monthly dashboards, quarterly, and annual reports).
• Provide clinical governance, supervision logs, facilitator certification records, and participate in annual review meetings.
• Offer flexible service levels with defined SLAs, surge coverage during major incidents, and itemised pricing for each service component.

Skills Requirements

The successful provider must possess:

• Qualified psychologists with relevant clinical experience in trauma and resilience support.
• Capability to deliver crisis intervention, individual therapy, group facilitation, and resilience training.
• Experience in developing and managing MER frameworks, clinical governance, and reporting systems.
• Knowledge of confidentiality protocols, data protection legislation, and HPCSA guidelines.
• Ability to coordinate multidisciplinary support services and maintain high standards of clinical supervision and facilitator certification.
