Objectives

The primary objective of this tender is to engage qualified service providers to fell and properly dispose of dangerous and overgrown trees within the Ingquza Hill Local Municipality. The initiative aims to create a safe, healthy, and attractive environment for residents, visitors, and properties by removing hazardous trees that pose risks to safety and infrastructure.

Scope

The scope of work includes:

• Felling and disposal of a minimum of 30 identified dangerous trees located in Lusikisiki and Flagstaff.
• Ensuring minimal damage to surrounding properties during tree removal.
• Providing safe and environmentally responsible disposal of all cut trees.
• Completing the project within a duration of 2 months from the date of appointment.

Technical Requirements

The technical scope involves:

• Proper assessment and identification of dangerous trees requiring removal.
• Use of appropriate machinery and equipment, including plant and tools, to safely fell trees.
• Application of effective tree-felling techniques considering wind direction, tree weight, and growth tropism to control the fall direction.
• Implementation of safety measures to prevent property damage and ensure worker and public safety.
• Disposal of all debris and remnants in accordance with environmental standards.
• Completion of the work within the specified timeframe with adherence to quality standards.

Skills and Skills Requirements

Applicants must demonstrate:

• Company Experience: Successful completion of at least two tree felling projects valued at R700,000 or more, with appropriate reference letters and appointment letters.
• Plant and Equipment: Ownership or lease of relevant machinery such as TLBs, with proof of ownership or lease agreement.
• Methodology: Clear approach and work program, including preventative strategies and risk management, to ensure safe and efficient tree removal.
• Promotion of Local Economy: Evidence of local enterprise involvement, including proof of residence and relevant certifications, with points allocated for women, youth (18-35 years), people living with disabilities, and black-owned businesses.
• Project Management and Reporting: Ability to communicate effectively with the Community Services Department, provide progress reports, and adhere to strict delivery deadlines.

Additionally, bidders should possess relevant technical skills in tree assessment, safe felling techniques, machinery operation, environmental management, and project coordination to ensure successful project delivery.
