Objectives

The primary objective of this tender is to construct a 6 million litre (ML) reinforced concrete water reservoir, a pump station, inlet and outlet pipework, a 400 kilolitre (Kℓ) elevated steel tank, and associated ancillary works. The project aims to increase storage capacity at the existing Trenance 3 site to meet rising water demand, improve system reliability, and support sustainable water supply services for the area.

Scope

The scope includes but is not limited to:

• Construction of a single-cell reinforced concrete reservoir (approx. 38m x 26m x 6.6m high)
• Installation of a 400Kℓ steel elevated tank (approx. 20m stand height)
• Building of a pump station with associated electrical, mechanical, and telemetry systems
• Laying and jointing of steel, PVC, HDPE, and concrete pipes (up to DN 400)
• Construction of chambers, valve installations, and ancillary structures
• Earthworks including site clearance, excavation, backfilling, and compaction
• Provision of stormwater drainage, access roads, fencing, and landscaping
• Implementation of telemetry, SCADA, and control systems for remote monitoring and operation
• Protection and rehabilitation of existing services and infrastructure
• Compliance with environmental, health, safety, and legislative requirements

Technical Requirements

The technical specifications encompass:

• Design and construction of a watertight reinforced concrete reservoir with specified dimensions and structural integrity
• Installation of a steel elevated tank with corrosion protection and structural support
• Provision of a pump station with variable speed drives, electrical controls, and telemetry integration
• Use of approved materials for concrete, steel, pipes, valves, and fittings, complying with relevant SANS, ASTM, and ISO standards
• Waterproofing, lining, and coating of all concrete and steel surfaces as per manufacturer’s specifications
• Hydraulic pressure testing, water tightness testing, and disinfection of pipelines and structures
• Implementation of quality control, safety, and environmental management systems
• Construction of access roads, fencing, and stormwater drainage in accordance with standards
• Provision of as-built drawings, record documentation, and operational manuals

Skills and Technical Competencies Required

• Proven experience in constructing large reinforced concrete water reservoirs and steel tanks
• Qualified civil, structural, mechanical, and electrical engineers with relevant registration and certification
• Specialist skills in pipe welding, non-destructive testing (radiography, ultrasonic), and coating applications
• Experience in designing and installing telemetry, SCADA, and control systems for water infrastructure
• Capability to undertake earthworks, site clearance, and environmental management in compliance with legislation
• Competence in project management, safety management, and quality assurance
• Ability to coordinate with multiple stakeholders, including municipal authorities and service providers
• Demonstrated capacity to deliver within specified timelines, budgets, and quality standards
