Objectives

The primary objective of this tender is to establish a long-term (5-year) "as and when required" contract for the unblocking, CCTV inspection, and maintenance of the drainage and sewage systems at Tutuka Power Station. This includes ensuring the effective operation of the station's stormwater channels, sewage network, and associated infrastructure to prevent blockages, overflows, and potential safety or environmental risks.

Scope

The scope encompasses:

• Unblocking and CCTV inspection of all underground and surface drainage systems, trenches, culverts, and channels within the station boundaries, including but not limited to:
• Boiler basement trenches (Units 1-6)
• Cable tunnels and associated stormwater channels
• Quenching and recovery sumps
• Ash recovery silt traps and ash dump drainage
• Coal plant drainage and conveyor belt drains
• Outside station drainage leading to terrace dams (North Clean Dam, DB Thermal Dam, Steinmuller Dam, Dirty Water Dam)
• Sewage network (approx. 8 km), including manholes and pipelines
• Drainage at ash silos, silos silt traps, and associated channels
• Maintenance of stormwater channels, silt traps, and associated infrastructure
• Inspection, assessment, and reporting on the condition of pipes and channels
• Replacement or refurbishment of damaged or broken sections using trenchless technology where applicable
• Disposal of waste material at designated ash disposal sites

Technical Requirements

The contractor must:

• Develop and submit detailed method statements, work plans, and quality control plans for approval prior to work commencement.
• Perform CCTV inspections to identify blockages, pipe conditions, and deviations, providing comprehensive reports with findings, videos, and repair recommendations.
• Execute unblocking activities using suitable machinery such as high-pressure jetting, vacuum trucks, and specialized equipment for ash and cemented blockages.
• Ensure all works are conducted without disrupting station operations, with no isolations provided; flow must be maintained during operations.
• Use trenchless technology for pipeline repairs and refurbishments where possible.
• Adhere to relevant standards, including Eskom, SANS, ISO, and legal requirements such as the National Water Act and Occupational Health & Safety Act.
• Provide detailed documentation, including drawings, reports, and repair method statements, in specified formats (e.g., MicroStation DGN, PDF).
• Implement quality assurance and control measures, including site investigations, calibration, and inspections, with records maintained.

Skills Requirements

The contractor must demonstrate:

• Experience of at least 4 years in maintaining and inspecting similar drainage and sewage systems, preferably in power station environments.
• Qualified personnel including site managers, civil engineers, and specialists with relevant experience in CCTV inspection, unblocking, and trenchless repairs.
• Capability to operate and calibrate specialized machinery such as high-pressure jetting, vacuum trucks, ground penetrating radar, and other relevant tools.
• Knowledge of relevant standards, safety protocols, and environmental regulations applicable to power station infrastructure.
• Ability to produce detailed technical reports, repair method statements, and documentation compliant with Eskom and industry standards.
• Effective project management skills, including planning, scheduling, and coordination with Eskom’s civil maintenance teams and other contractors.
