Objectives

The primary goal is to upgrade and refurbish the Winburg Water Treatment Works to restore its full capacity of 2.4 Ml/d, ensuring operational efficiency and compliance with environmental standards. The project also aims to stimulate local economic development by employing local labor and sourcing materials locally.

Scope

The scope encompasses civil, mechanical, electrical, and environmental works, including:

• Civil works: site clearance, excavation, embankments, paving, and drainage.
• Mechanical works: installation of pumps, piping, valves, filters, and related equipment.
• Electrical works: power supply, MCCs, control systems, telemetry, and instrumentation.
• Environmental management: implementation of the Environmental Management Programme (EMP), mitigation measures, monitoring, and compliance with legislation.
• Construction activities: site setup, safety, waste management, erosion control, heritage protection, and rehabilitation.

Technical Requirements

• Design and installation of new pumps, filters, piping, and control systems as per specified standards and drawings.
• Compliance with South African standards (SANS), environmental legislation, and best practices.
• Provision of detailed method statements, risk assessments, and environmental management plans prior to construction.
• Implementation of pollution control, waste management, erosion control, and heritage resource protection measures.
• Installation of telemetry and control systems for water level and flow monitoring.
• Testing, commissioning, and handover of all plant and equipment with proper documentation.
• Provision of operation and maintenance manuals, safety files, and training for operators.

• Qualified project managers, engineers, and environmental officers with experience in water treatment infrastructure projects.
• Environmental Control Officers (ECOs) with knowledge of environmental legislation, impact mitigation, and monitoring.
• Skilled artisans, technicians, and contractors for civil, mechanical, electrical, and instrumentation works.
• Personnel trained in health, safety, and environmental management, including site safety officers and first aiders.
• Ability to develop, review, and implement environmental method statements, risk assessments, and mitigation measures.
• Experience in handling hazardous materials, waste management, erosion control, heritage protection, and environmental compliance.
• Competence in testing, commissioning, and operational training of water treatment plant equipment.
