Objectives

The primary objective of this tender is to upgrade the Moordkuil Raw Water Pump Station to enhance its operational capacity and efficiency. The project aims to improve water infrastructure, ensure reliable water supply, and support local economic development through the inclusion of local contractors and labour.

Scope

The scope of the project includes:

• Upgrading the existing Moordkuil Raw Water Pump Station infrastructure.
• Utilizing unskilled local labourers in accordance with EPWP regulations.
• Sub-contracting a minimum of 5% of the contract to local EME, QSE, or Level 1 B-BBEE registered contractors with relevant CIDB grading.
• Completion of the project over a multi-year period ending on 30 June 2028.
• Adherence to detailed tender specifications, design, and execution requirements discussed during the site meeting.

Technical Requirements

The technical requirements include:

• Contractors must have a CIDB grading of 7 CE/7 ME or higher.
• Use of unskilled local labourers as per EPWP regulations.
• Sub-contracting at least 5% of works to local registered contractors with a CIDB grading up to 3CE in relevant disciplines.
• Participation in a compulsory site and information meeting to understand scope and specifications.
• Submission of fully completed tender documents, valid for 120 days post-closing.
• Adherence to procurement procedures, including sealed bid submission and timely delivery.

Skills Requirements

The skills requirements for bidders include:

• CIDB registered contractors with a grading of 7 CE/7 ME or higher.
• Experience in water infrastructure upgrades and related civil, mechanical, or electrical disciplines.
• Ability to coordinate and manage subcontractors, including local EME, QSE, or Level 1 B-BBEE contractors.
• Capacity to mobilize and manage unskilled local labour in compliance with EPWP regulations.
• Senior company staff or contract managers should attend the compulsory site meeting to fully understand project scope and requirements.
