Objectives

The primary objective of this tender is to upgrade and refurbish the existing Phillipsville Sports Facility in Hankey. The scope includes refurbishing the club house, constructing new cricket nets and a netball/tennis court, repairing sections of the boundary wall, installing access gates and security fencing, renovating the soccer/rugby field, and providing associated infrastructure such as ablution facilities and change rooms. The aim is to bring the facility to acceptable standards for sports and community use, ensuring safety, functionality, and compliance with relevant standards.

Scope

The scope of work encompasses the following key elements:

• Refurbishment of the existing club house and construction of new facilities.
• Construction of cricket nets and a netball/tennis court.
• Repair and reinforcement of boundary walls, including new gates and security fencing.
• Reconstruction and upgrading of the soccer/rugby field, including new pavilion, ablution facilities, and change rooms.
• Installation of access gates, security fencing, and associated infrastructure.
• Site finishing, landscaping, and reinstatement of disturbed areas.
• Provision of site services such as water, electricity, drainage, and lighting.
• Compliance with health, safety, environmental, and technical standards as specified.

Technical Requirements

The technical requirements include adherence to the following standards and specifications:

• Compliance with CIDB Grade 5CE or higher contractor grading.
• Use of approved materials and construction methods as per SABS standards and project specifications.
• Construction of structures using reinforced concrete, brickwork, and steelwork in accordance with SABS 1200 series and other relevant standards.
• Installation of civil and sports infrastructure including turfing, fencing, paving, and drainage systems.
• Electrical and plumbing installations compliant with SABS 10142, 1507, 164, and other relevant standards.
• Provision of health and safety measures, including site safety plans, signage, and protective equipment.
• Environmental management and site reinstatement as per specified environmental standards.
• Detailed drawings and specifications to be followed, with approval of shop drawings prior to construction.
• Testing, commissioning, and handover procedures in line with SABS and project requirements.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in civil, structural, and infrastructural sports facility upgrades, with references to similar projects.
• Qualified and experienced project management team, including a Contracts Manager, Construction Manager (Site Agent), and relevant technical personnel.
• Skilled artisans and workers trained in concrete, brickwork, steelwork, electrical, and plumbing installations.
• Capability to prepare and submit detailed shop drawings, health and safety plans, and environmental management plans.
• Ability to coordinate with multiple trades and ensure compliance with technical standards and safety regulations.
• Experience in working within the specified CIDB grading and in managing projects of similar scope and complexity.
• Demonstrated capacity for quality control, testing, and commissioning of sports infrastructure and services.
• Effective site management, including safety, environmental, and community liaison skills.
