Objectives

The primary objective of this tender is to upgrade Trk 95006 from gravel to asphalt within Ward 04, Fredville Area, Outer West. The project aims to improve road quality and safety by providing a durable asphalt surface, ensuring compliance with health and safety standards, and managing construction activities efficiently.

Scope

The scope of work includes:

• Site clearance and general area preparation
• Earthworks including cut and fill operations, importing suitable fill material
• Road formation and layerworks with specified G7, G5, and G2 materials
• Drainage and edge restraint kerbs
• Construction of a 5m wide asphalt road with 40mm thick SA-S14 asphalt
• Protection works such as gabion boxes and geolock retaining walls
• Proving of services and utility installations
• Construction of guardrails and other safety features
• Implementation of construction vehicle and mobile plant operations
• Management of construction in a residential area, including community cooperation

Technical Requirements

The technical requirements encompass:

• Adherence to the Occupational Health & Safety Act and Construction Regulations 2014
• Provision of all materials, labor, and plant necessary for the upgrade
• Implementation of a comprehensive health and safety management plan, including hazard identification, risk assessments, and safety procedures
• Proper management of electrical installations, machinery, and PPE
• Provision of health and safety signage, fire precautions, and emergency procedures
• Ensuring public health and safety through site security and controlled access
• Provision of employee facilities such as sanitation, changing rooms, and drinking water
• Regular health and safety audits and incident management
• Close-out of safety documentation upon project completion

Skills Requirements

The tender requires the following skills and competencies:

• Qualified and experienced Construction Manager with demonstrated competency in managing construction projects and health and safety compliance
• Part-time Construction Health and Safety Officer with at least 1 year of relevant experience
• Construction supervisors responsible for specific sections, with appropriate qualifications and experience
• Electrical installation controllers registered with the Department of Labour as electrical installers or contractors
• Risk assessors, incident investigators, fire fighters, first aiders, and fall protection planners with relevant training and certification
• Personnel skilled in site management, safety signage, emergency response, and community liaison
