Objectives

The primary objective of this tender is to upgrade the internal low voltage (LV) electrical installation at Martje Venter/Tarkastad Hospital in Tarkastad, ensuring a complete, safe, and compliant electrical system that meets current standards and operational needs.

Scope

The scope of work includes:

• Terminating the 200kVA pole-mounted transformer on the existing distribution board (DB) inside the hospital.
• Excavating cable trenches, installing cable sleeves, backfilling, and reinstating the surface (tarred road and driveway).
• Refurbishing existing distribution boards (DBs) and installing new switchgear as per single line diagrams.
• Relocating the existing generator supply cable to the new distribution board.
• Installing new sub-distribution boards (SDBs) for autoclave and X-ray equipment, with associated cabling and switchgear.
• Provision of cable ladders, supports, and associated accessories.
• Testing, commissioning, and issuing certificates of compliance.
• All related electrical works, including wiring, earthing, lightning protection, and control systems, to deliver a complete, operational, and compliant electrical installation.

Technical Requirements

The technical requirements specify adherence to:

• SANS 10142-1:2003 (Wiring of premises, low voltage installations) and relevant standards.
• Design, installation, and testing of LV distribution systems, including cable types (PVC insulated copper, aluminium, XLPE), cable sizes, and protection devices.
• Installation of distribution boards (internal and external), busbars, cable trays, conduits (metallic and non-metallic), and accessories.
• Proper earthing and lightning protection systems, including earth resistance testing and bonding.
• Provision of suitable lighting, power outlets, and control devices with correct mounting heights and labelling.
• Implementation of safety measures, including signage, PPE, fire protection, and emergency procedures.
• Compliance with Occupational Health and Safety Act, Construction Regulations, and hospital-specific safety standards.
• Testing, inspection, and certification procedures, including pre-commissioning checks and as-built documentation.

Skills and Competency Requirements

The tenderer must demonstrate:

• Active registration with the CIDB in a minimum grading of 2EB or higher in electrical building works.
• Proven experience in low voltage electrical installation, maintenance, and upgrade projects of similar scale and complexity within the last 5 years.
• Provision of a detailed experience schedule, including references and project completion certificates.
• Qualified key personnel, including a Construction Manager (with relevant electrical qualifications), Safety, Health, and Environmental (SHE) officers, and electrical installation electricians, with CVs and proof of qualifications.
• Organogram indicating roles and experience levels of key staff.
• Demonstrated capability to develop and implement a comprehensive Health & Safety plan, including risk assessments, method statements, and site safety management.
• Ability to coordinate with hospital operations to ensure minimal disruption and compliance with safety protocols.
• Provision of proof of registration with relevant authorities, including SARS tax compliance, COIDA, and SACPCMP (for safety officers).
• Experience in managing projects involving excavations, cable laying, distribution board installation, earthing, lightning protection, and testing.
• Capacity to produce detailed programmes, cost estimates, and quality assurance documentation.

In summary, the successful tenderer must possess the technical expertise, proven experience, qualified personnel, and organizational capacity to deliver a compliant, safe, and high-quality electrical upgrade within the specified timeframe and budget.
