Objectives

The primary objective of this tender is to upgrade the sewer infrastructure at Lavanda, Aurora, and Phyllaria Flats. This includes replacing and repairing existing sewer lines, connections, stormwater drainage, and associated surface works to ensure proper wastewater flow and stormwater management, in compliance with relevant standards and municipal requirements.

Scope

The scope encompasses:

• Removal and demolition of existing obstructions and old sewer infrastructure.
• Replacement of ductile iron pipes with 110mm solid wall uPVC pipes within service ducts.
• Reconnection of vertical and horizontal waste and soil stacks from apartments.
• Testing, commissioning, and ensuring leak-free operation of all connections.
• Fabrication and installation of galvanised steel access covers.
• Upgrading stormwater drainage systems around the buildings.
• Reinstatement of disturbed surfaces, finishes, and private/public spaces.
• Compliance with health, safety, and environmental standards.

Technical Requirements

The technical requirements include:

• Adherence to SANS, municipal standards, and relevant specifications for sewer and stormwater systems.
• Use of approved materials such as 110mm solid wall uPVC pipes, solvent-welded joints, and galvanised access covers.
• Installation of new pipes within existing service ducts with minimal disturbance.
• Testing and commissioning of all connections for leak-proof operation.
• Proper reinstatement of surfaces, including plastering, paving, and waterproofing.
• Compliance with Occupational Health & Safety regulations, including asbestos handling and environmental management.
• Provision of as-built drawings upon completion.

Skills and Skills Requirements

The tenderer must demonstrate:

• A CIDB contractor grading of 4CE or higher.
• Experience in sewer infrastructure upgrades, including pipe replacement and stormwater systems.
• Qualified personnel such as a Site Agent (SAQA approved diploma, 3+ years experience), Construction Foreman (3+ years experience), and a registered Health & Safety Officer (SACPCMP or Saiosh).
• Capability to undertake demolition, pipe installation, testing, and reinstatement works.
• Ability to manage subcontractors, coordinate site activities, and ensure compliance with safety and environmental standards.
• Provision of references for similar projects completed within the past five years with a contract value of R2 million or more.
• Availability of necessary equipment, materials, and resources to execute the scope efficiently.

The successful tenderer will be responsible for executing the upgrade of sewer lines and connections, stormwater drainage, surface reinstatement, and ensuring compliance with all technical, safety, and environmental standards, supported by qualified personnel and relevant experience.
