Objectives

The primary objective of this tender is to procure fabrication equipment and tools hire services for PetroSA's operations in Mossel Bay. The aim is to ensure the timely and efficient provision of necessary fabrication resources to support PetroSA's projects, with an emphasis on compliance with empowerment policies and local procurement preferences.

Scope

The scope includes:

• Provision of fabrication equipment and tools hire services for PetroSA in Mossel Bay.
• Submission of a comprehensive lump sum price for the services, including a detailed breakdown as per the draft services agreement.
• Potential subcontracting arrangements, with requirements for subcontracting a minimum of 30% of the contract value to an EME or QSE that is at least 51% black-owned.
• Provision of supporting documentation, including subcontracting agreements or letters of intent, and evidence of technical competence.
• Participation in a scope clarification meeting and possible reverse auction process.

Technical Requirements

Suppliers must:

• Meet the minimum technical and scope requirements outlined in the technical questionnaire available on the eProcurement system.
• Provide all supporting documentation demonstrating technical capability and compliance.
• Ensure their sister companies or subcontractors are technically competent and provide relevant proof.
• Attend the scope clarification meeting to understand local conditions and project specifics.
• Comply with PetroSA’s terms and conditions, including signing a formal agreement if awarded the contract.

Skills and Qualification Requirements

Suppliers must:

• Be registered and approved on the E-Procurement Portal and the National Treasury Central Supplier Database.
• Upload the POPI Statement/Notice/Policy on PetroSA’s online registration platform.
• Provide valid BBBEE certification and submit a BBBEE improvement plan if applicable.
• Demonstrate technical competence and capacity to deliver the services, supported by relevant documentation.
• Be capable of executing subcontracting arrangements, particularly with BBBEE entities or local black subcontractors.
• Comply with PetroSA’s corporate governance and fraud prevention measures, including participation in whistleblowing procedures.
• Possess the necessary legal, financial, and technical credentials to undertake the contract, including the ability to provide joint venture or subcontracting arrangements if applicable.
